  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Notice: notice periods for employer-initiated terminations due to redundancy or downsizing strictly require 2 months' advance notice for continuous service up to 1 year, 6 weeks for 1 to 5 years, 8 weeks for 5 to 10 years, and 9 weeks for service exceeding 10 years. For employee resignations, a flat minimum of 1 calendar month's written notice is required under Article 69.

Employment contracts

A written employment contract is required in Azerbaijan, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in AZN, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are signed electronically and registered in the state employment system before the start date. Azerbaijani is the standard contract language, usually with a parallel English version.

Fixed-term contracts are permitted, but one that runs uninterrupted for more than five years becomes indefinite, and most EORs default to indefinite terms.

Probation

Probation in Azerbaijan is capped at 3 months, or 2 weeks on contracts of up to 6 months. Notice during probation is 3 days, and probation only applies if the contract states it.

Set probation from day one. Since January 2026, ending a contract during probation needs a reasoned, documented decision, not just a finding that the employee failed.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime pay is statutory for all employees, with no earnings threshold.

Overtime is paid at no less than double the hourly rate, needs the employee's consent and is capped at 4 hours across two consecutive days.

There is no exemption for professional or senior roles, so overtime stays a statutory cost rather than a contractual one. Put the position in writing either way.

Leave and public holidays

Employees get at least 21 calendar days of paid annual leave, plus 13 public holidays spread over roughly 20 days. Sick, maternity and paternity leave sit on top.

Many managerial and specialist roles qualify for 30 calendar days by law, and length of service adds up to 6 more, so check the category before you budget. Holidays that fall on a weekend move to the next working day, which added eight extra days off in 2026.

The employer pays the first 14 days of sick leave and the state social fund covers the rest. Maternity leave is 126 days funded by social insurance, and since January 2026 fathers get 14 days of paid leave, so confirm which costs the EOR carries.

Termination and severance

Termination difficulty here is 4 out of 5. Notice runs two to nine weeks by tenure, and statutory severance applies on redundancy.

The employer can only dismiss on grounds listed in the Labour Code, and notice can be replaced with a payment only if the employee agrees. Redundancy severance is a fixed statutory formula, from 1 to 2 times average monthly salary depending on tenure.

The EOR runs the process as the legal employer and will want the paperwork in order, including the termination order in the state system, final pay and all unused leave. Trade union members need union consent for redundancy, and courts can order reinstatement with back pay, so keep a documented reason.

Statutory benefits

State social insurance is the dominant statutory cost, with unemployment and mandatory medical insurance on top. It applies to foreign employees on the same basis as locals.

Supplementary private medical cover is standard for professional roles even though the state scheme is mandatory. Meal and transport allowances are also common.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in AZN. Income tax is withheld at source, and since January 2026 private non-oil sector salaries are taxed at 3% to 14%.

Employer contributions add roughly 17% to 19% on top of gross salary at typical professional pay. That is before the EOR fee, and salary must be paid in manat.

The 2026 tax change is the trap. The income tax holiday for non-oil private sector staff ended on 1 January 2026, and the lowest band rises from 3% to 5% in 2027 and 7% in 2028, so agree in writing whether offers are quoted gross or net.

Work permits

Foreign hires need a work permit from the State Migration Service, issued within an annual labour migration quota. Processing usually takes around 4 weeks.

Ask whether the EOR sponsors directly or refers to a partner. Only the locally registered entity can apply for the permit, so a partner-model EOR depends on its partner to sponsor, and the quota and local labour market test apply to that entity, not to you.

Permits run for up to a year and renew a year at a time, with the application due at least 30 days before expiry. Set start dates after approval, not before.

Data protection

Employee data is processed under Azerbaijan's Law on Personal Data, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers abroad are restricted to countries with adequate protection, and sharing employee data with third parties generally needs the employee's written consent.

Ask where payroll data is hosted, whether the information system is registered locally, and who in the partner chain can see it.

When to open your own entity

The usual trigger in Azerbaijan is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: accounting, monthly tax and social insurance filings, electronic contract registration and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Activity carried on for 90 cumulative days or more in any 12-month period can create a taxable presence, and staff who build and manage a client base for a non-resident count, regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Azerbaijan

How much does it cost to employ someone in Azerbaijan through an EOR?
Budget the gross salary, plus roughly 17% to 19% in employer contributions at typical professional pay, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Azerbaijan?
Typically 3 to 7 working days once the candidate has accepted, because the contract must be registered electronically before the start date. Work permit cases take considerably longer.
Can an EOR terminate an employee in Azerbaijan?
Yes, but only on grounds listed in the Labour Code. Termination difficulty here is 4 out of 5, and the EOR will want a documented reason to limit reinstatement and back pay claims.
Does the EOR need its own entity in Azerbaijan?
Someone in the chain must hold a local entity, and only that entity can register employment contracts and sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
