DeelVerified

130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Contracts in Indonesia must be written in Bahasa Indonesia, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in IDR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

A bilingual Indonesian and English version is standard for commercial roles, but the Indonesian text prevails if the two conflict.

Fixed-term contracts (PKWT) are capped at five years including extensions, must be registered and carry a compensation payment at the end, so most EORs default to indefinite terms. A new manpower protection law passed by parliament in October 2026 cuts the cap to four years once it takes effect.

Probation

Probation in Indonesia is capped at 3 months and only applies to indefinite contracts. Notice during probation is shorter, at 7 working days.

Set probation from day one. It cannot be extended, and a probation clause in a fixed-term contract is void.

Some EORs start new hires on a fixed-term contract instead, which rules out probation altogether. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime pay is statutory for most employees, with an exemption for senior roles on higher pay.

Overtime is paid at 1.5 times the hourly rate for the first hour and twice the rate after that, with the hourly rate set at 1/173 of monthly pay. It is capped at 4 hours a day and 18 hours a week.

Senior roles can be exempt, but only where the position carries higher pay and the exemption is written into the contract or company regulations. Put the position in writing either way.

Leave and public holidays

Employees get at least 12 days of paid annual leave after 12 months' service, plus 17 public holidays in 2026. Sick, maternity and menstrual leave sit on top.

Market practice for professional roles is 12 to 15 days, often granted from day one. The government also sets collective leave days (cuti bersama), 8 in 2026, which are normally deducted from annual leave, so check how the EOR treats them when you budget.

Sick leave is paid in full for the first four months, then steps down to 75%, 50% and 25%. Maternity leave is three months at full pay, extendable to six in specific circumstances, and is employer funded, so confirm how the EOR bills it.

Termination and severance

Termination difficulty here is 4 out of 5. Written notice of 14 working days is required, and statutory severance runs to 9 months' salary plus up to 10 months' service pay.

Dismissal needs a reason recognised by law, and an employee who objects in writing triggers bipartite negotiation, then mediation and the industrial relations court. Most exits end in a mutual termination agreement rather than a contested dismissal.

The EOR runs the process as the legal employer and will want the paperwork in order, including severance, service pay, compensation for rights and unused leave. The new manpower protection law removes the half-rate severance multiplier once in force, so confirm which rules apply at exit.

Statutory benefits

BPJS social security is the dominant statutory cost and covers Indonesian staff and foreign employees working in Indonesia for six months or more. The religious holiday allowance (THR) adds a further month's salary a year.

Private medical cover, dental and group life are standard for professional roles even though they are not mandatory, because BPJS health cover runs through a slow public referral system.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in IDR. Income tax (PPh 21) is withheld at source by the employer, using monthly effective rates with a December reconciliation.

Employer BPJS contributions add 10.24% to 11.74% on top of gross salary, with caps on the pension and health elements. That is before THR and the EOR fee.

THR is the trap. It is a statutory extra month's salary, paid in cash at least seven days before each employee's own religious holiday, so accrue it monthly rather than finding it at Eid.

Work permits

Foreign hires need an approved foreign worker utilisation plan (RPTKA) and a work KITAS, and the sponsor must be a local Indonesian entity. Processing typically takes 6 to 10 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the Indonesian counterpart requirement and the roles closed to foreigners, such as HR, apply to the sponsor, not to you. Expect the USD 100 monthly levy to be passed through, usually prepaid for the permit period.

A new integrated permit system under the Ministry of Investment targets around six days, but treat that as a target until it is proven. Set start dates after approval, not before.

Data protection

Employee data is processed under the Personal Data Protection Law (Law 27/2022), with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need an adequate destination, binding safeguards or, failing both, consent, and the implementing regulation (GR 33/2026) must be complied with by 16 January 2027.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Indonesia is 10 to 20 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Foreign owners must incorporate a PT PMA, and the capital is the point: at least IDR 2.5 billion paid up, which must stay in the company for 12 months, against an investment plan above IDR 10 billion per business line. Quarterly investment reporting, accounting and payroll then set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Indonesia

How much does it cost to employ someone in Indonesia through an EOR?
Budget the gross salary, plus 10.24% to 11.74% in employer BPJS contributions, plus one month's salary a year for THR, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Indonesia?
Typically 3 to 10 working days once the candidate has accepted and right to work is confirmed. RPTKA and KITAS cases take considerably longer.
Can an EOR terminate an employee in Indonesia?
Yes. Written notice of 14 working days applies and termination difficulty here is 4 out of 5, so the EOR will want a statutory reason and will usually negotiate a mutual termination agreement.
Does the EOR need its own entity in Indonesia?
Someone in the chain must hold a local entity, and only that entity can sponsor an RPTKA and work KITAS. Ask whether the provider owns it or uses a partner, in writing.
