130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written key employment terms are required in Malta, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in EUR, working time, leave, notice and any restrictive covenants, and must be issued within eight working days of the start date. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is the standard contract language for commercial roles.

Fixed-term contracts are permitted, but renewals beyond four years in total convert the role to an indefinite contract unless objective reasons justify it. Most EORs default to indefinite terms.

Probation

Probation in Malta is 6 months by default, or 12 months for qualifying senior roles. Either side can end it without a reason, on one week's notice once employment passes one month.

Set probation from day one. The 12-month period only applies to technical, executive, administrative or managerial roles paid at least double the minimum wage, and it must be written into the contract. Shorter periods can be agreed, and fixed-term contracts carry a proportionally shorter cap.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours, with a 48-hour average cap including overtime. Overtime is paid at 1.5 times the normal rate unless a sector wage order sets a different rate.

Overtime is measured against 40 hours a week, averaged over four weeks or the shift cycle. Employees can agree to work beyond the 48-hour cap and can later withdraw that consent on written notice.

Senior hires are often on a consolidated salary that covers all hours worked, including overtime. Put the position in writing either way.

Leave and public holidays

Full-time employees get 192 hours of paid annual leave, plus a day for every public holiday that falls on a weekend, which makes 216 hours in 2026. Malta has 14 public holidays, and sick, maternity and family leave sit on top.

The weekend top-up changes every year, so budget leave in hours rather than as a fixed number of days.

Paid sick leave is two working weeks a year by default and longer under some sector wage orders, with the state sickness benefit offsetting part of the cost. Maternity leave is 18 weeks: the employer pays the first 14 at full wage and reclaims them from the Maternity Leave Trust Fund, while the state pays a benefit for the last four. Confirm whether the EOR fronts that cost.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs one to 12 weeks by tenure, and there is no statutory severance.

The employee may resign on notice, but the employer can only dismiss for a good and sufficient cause or a genuine redundancy. Redundancy follows last in, first out within the affected class of employees, and any settlement is a matter of contract or negotiation.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any agreed settlement. Unfair dismissal claims go to the Industrial Tribunal within four months and the employer carries the burden of proof, so keep a documented reason.

Statutory benefits

Social security is the dominant statutory cost and applies to local and foreign employees alike. There is no mandatory employer pension, but four statutory bonuses are paid on top of salary.

Private medical cover, dental and group life are common for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR. Income tax is withheld at source under the Final Settlement System and paid over monthly with social security.

Employer social security adds 10% of basic wage, capped at 55.93 EUR a week in 2026, plus 0.3% to the Maternity Leave Trust Fund. That is before the EOR fee, and the cap means the percentage falls sharply for senior salaries.

The statutory bonuses are the trap. Four fixed payments worth 512.52 EUR a year sit on top of salary, and a cost of living adjustment of 4.66 EUR a week for 2026 is added to wages each January. Build both into the budget.

Work permits

EU, EEA and Swiss nationals can start without a permit. Other foreign hires need a single permit, and processing typically takes 6 to 12 weeks.

Ask whether the EOR applies directly or refers to a partner. Only the Maltese employer can file the application, so a partner-model EOR may not be able to sponsor at all. The labour market test, quotas and termination-rate checks apply to the sponsor, not to you.

The Key Employee Initiative fast-tracks managerial and highly technical roles paying at least 45,000 EUR a year, with a target of about 5 working days. First-time applicants must also complete a pre-departure course. Set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR and Malta's Data Protection Act, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Malta is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and the minimum share capital is low, but the running cost is the point: a company secretary, a registered office, accounting, an annual statutory audit that most companies need regardless of size, and payroll registration set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Malta

How much does it cost to employ someone in Malta through an EOR?
Budget the gross salary, plus 10% employer social security (capped at 55.93 EUR a week in 2026), 0.3% to the Maternity Leave Trust Fund and 512.52 EUR a year in statutory bonuses, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Malta?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Single permit cases take considerably longer.
Can an EOR terminate an employee in Malta?
Yes, but only for a good and sufficient cause or a genuine redundancy. Termination difficulty here is 3 out of 5, and the EOR will want a documented reason to limit unfair dismissal exposure.
Does the EOR need its own entity in Malta?
Someone in the chain must hold a local entity, and only that entity can apply for a single permit. Ask whether the provider owns it or uses a partner, in writing.
