130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written appointment letter setting out the terms of employment is required in Pakistan, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in PKR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is the standard contract language for commercial roles. Labour law is set by each province, so the rules that apply follow where the employee works.

Fixed-term contracts are permitted, but using them for work of a permanent nature invites challenge and most EORs default to indefinite terms.

Probation

Probation in Pakistan is typically 3 to 6 months. Notice during probation is shorter, and sometimes none, but the terms must be stated in the contract.

Set probation from day one. For workers covered by the standing orders, probation is capped at three months, after which the employee is treated as permanent.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 48 hours, with a 9-hour daily limit. Overtime pay is statutory only for non-managerial employees.

Overtime is paid at twice the ordinary rate for covered employees, with daily, weekly and annual hours caps.

Roles in a managerial or supervisory capacity sit outside the overtime rules, so for many professional hires overtime becomes a contractual matter rather than a statutory one. Put the position in writing either way.

Leave and public holidays

Employees get 14 days of paid annual leave after 12 months' service, plus 10 days of casual leave and around 16 gazetted public holidays. Sick and maternity leave sit on top.

Market practice for professional roles often tops up the statutory allowance or merges annual and casual leave into one pool, so confirm how the EOR presents it before you budget. Several public holidays move each year with moon sighting.

Sick leave is 16 days a year on half pay, and many employers pay it in full. Maternity leave is set by province, from 12 weeks in most to 16 weeks in Sindh, and longer under the federal 2023 Act where it applies. Provincial social security can carry part of the cost for covered employees, so confirm which side the EOR carries.

Termination and severance

Termination difficulty here is 3 out of 5. Notice is one month for permanent employees, and statutory gratuity is 30 days' wages per year of service.

Either side may terminate on notice or pay in lieu. Dismissal still needs a lawful reason, such as misconduct, redundancy or incapacity, and labour courts can order reinstatement for covered workers.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and gratuity. Some employers run a provident fund in place of gratuity, so check which applies, and keep a written, documented reason.

Statutory benefits

Old-age benefits (EOBI) and provincial social security are the statutory schemes, but both are charged on the minimum wage or a capped base. Gratuity or a provident fund is the larger cost for professional hires.

Group life insurance is compulsory for permanent workers in larger establishments. Private medical cover is standard for professional roles even though it is not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in PKR. The employer withholds income tax at source every month, and the tax year runs from July to June.

Employer contributions are small for professional salaries, because EOBI is 5% of the minimum wage rather than of actual pay and social security stops at a capped base. That is before gratuity accrual and the EOR fee.

The June budget is the trap. Salary tax slabs are reset in the Finance Act each year, so payroll has to be recalculated from 1 July and net pay can move with no change to gross.

Work permits

Foreign hires need a work visa, sponsored by a company registered in Pakistan and cleared by the Board of Investment and the Ministry of Interior. Processing typically takes 1 to 4 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and security clearance sits outside the sponsor's control, which can also hold up extensions.

Set start dates after approval, not before.

Data protection

Pakistan has no comprehensive data protection law in force, so the contract does most of the work. The EOR still acts as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. A personal data protection bill remains in draft, and cross-border transfers still need a lawful basis under any regime your company is subject to, such as UK GDPR.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Pakistan is 10 to 20 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation through the SECP is online, but foreign shareholders and directors need Ministry of Interior security clearance, which commonly takes up to three months. The running cost is the point: statutory audit, tax and withholding filings, provincial labour registrations and foreign exchange reporting set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Pakistan

How much does it cost to employ someone in Pakistan through an EOR?
Budget the gross salary, plus EOBI and provincial social security (both charged on the minimum wage or a capped base), plus gratuity accrual of around one month's pay per year, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Pakistan?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work visa cases take considerably longer.
Can an EOR terminate an employee in Pakistan?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR will need a lawful, documented reason because covered employees can seek reinstatement through the labour courts.
Does the EOR need its own entity in Pakistan?
Someone in the chain must hold a local entity, and only that entity can sponsor a work visa. Ask whether the provider owns it or uses a partner, in writing.
