  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written information on key employment terms is required in Portugal, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in EUR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are normally issued in Portuguese, often with an English version alongside.

Fixed-term contracts are permitted only for a genuine temporary need and are capped at two years including renewals, so most EORs default to indefinite terms.

Probation

Probation in Portugal is 90 days for most roles, 180 days for complex or senior roles and 240 days for directors. No notice is needed in the first 60 days, after which 7 or 15 days' notice applies.

Set probation in writing from day one. If the contract does not state the probation period, it is treated as waived, and the statutory maximums can be shortened but not extended.

Probation is the only window in which the contract can end without a statutory ground. Ask how the EOR handles it before you agree a start date.

Working time and overtime

The standard week is 40 hours, with a limit of 8 hours a day. Overtime pay is statutory for all employees unless they have agreed an exemption from working hours.

Overtime on working days is paid at a 25% premium for the first hour and 37.5% after that, rising to 50% and 75% once annual overtime passes 100 hours. The annual cap is 150 or 175 hours, depending on the size of the employing entity.

Senior hires are often placed on an exemption from working hours (isenção de horário), which needs a written agreement and normally a pay supplement. Put the position in writing either way.

Leave and public holidays

Employees get 22 working days of paid annual leave, accruing at 2 days a month in year one, plus 13 public holidays. Sick and parental leave are paid by social security rather than the employer.

Market practice for professional roles is 22 to 25 days, so the statutory floor is close to what candidates expect. Carnival and a municipal holiday are commonly granted on top of the national holidays.

Sick pay comes from social security from the fourth day of absence, with the first three days unpaid unless the contract says otherwise. Parental leave is also state funded, so confirm whether the EOR tops up pay.

Termination and severance

Termination difficulty here is 4 out of 5. Dismissal needs a lawful ground, notice runs 15 to 75 days by tenure, and severance on objective grounds is 14 days' base pay per year of service.

There is no termination at will. Dismissal is only lawful for just cause, extinction of the role, collective dismissal or unsuitability, each with a formal procedure, and an unlawful dismissal can lead to reinstatement.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and the proportional holiday and Christmas subsidies. In practice, most exits are agreed by mutual termination with a negotiated payment.

Statutory benefits

Social security is the dominant statutory cost and applies to all employees, foreign nationals included. Workplace accident insurance and occupational health services are also mandatory.

A meal allowance, private medical cover and group life are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR, with 14 payments a year. Income tax is withheld at source each month, and employees file an annual return.

Employer social security adds 24.75% on top of gross salary. That is before accident insurance and the EOR fee.

The 14-payment structure is the trap. Holiday and Christmas subsidies are each worth a month's pay, so divide an annual salary by 14, not 12, when you set the monthly figure, and budget employer contributions on both subsidies.

Work permits

Non-EU hires need a work visa followed by a residence permit, while EU, EEA and Swiss citizens need neither. Expect 2 to 4 months before a visa hire can start.

Ask whether the EOR's own entity issues the contract for the visa or refers to a partner. Fast-track routes such as the Tech Visa depend on the employer's certification, which an EOR entity may not hold, and the in-country route without a visa has closed.

Set start dates after the visa is issued, not before.

Data protection

Employee data is processed under the GDPR and Portugal's implementing law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need an adequacy decision or standard contractual clauses, and Portuguese law restricts remote monitoring of employees.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Portugal is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, with same-day company formation available, but the running cost is the point: a certified accountant, monthly payroll and social security filings, a statutory audit above size thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Portugal

How much does it cost to employ someone in Portugal through an EOR?
Budget the gross salary across 14 payments, plus 24.75% in employer social security, plus accident insurance and the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Portugal?
Typically 2 to 7 working days once the candidate has accepted and has a Portuguese tax number (NIF). Work visa cases take considerably longer.
Can an EOR terminate an employee in Portugal?
Yes, but only on a lawful ground such as just cause or extinction of the role. Termination difficulty here is 4 out of 5, so most exits are agreed by mutual termination with a negotiated payment.
Does the EOR need its own entity in Portugal?
Someone in the chain must hold a local entity, and only that entity can employ staff and support a work visa. Ask whether the provider owns it or uses a partner, in writing.
