  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written individual employment contract in Romanian is required before work starts, and the licensed EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in RON, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Romanian is the mandatory contract language, so bilingual Romanian and English versions are standard. The contract must also be registered in REGES-Online, the national employee register, no later than the day before the start date.

Fixed-term contracts are allowed only in cases the Labour Code lists and are capped at 36 months, so most EORs default to indefinite terms.

Probation

Probation in Romania is capped at 90 calendar days, or 120 for management roles. Either side can end the contract during probation by written notification without giving a reason, but the terms must be stated in the contract.

Set probation from day one, because it cannot be added once the contract is signed. The statutory caps are hard limits and cannot be extended by agreement.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime rules apply to all employees, with no earnings threshold.

Overtime is compensated with paid time off within 90 days, and only where that is not possible is it paid at a premium of at least 75% of base pay. Total hours including overtime are capped at 48 a week on average.

There is no salary threshold that takes professional hires out of the rules, so agree how overtime will be handled and keep time records either way.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, plus 17 public holidays. Sick, maternity and childcare leave sit on top.

Market practice for professional roles is 21 to 25 days, often with extra days for seniority, so quote the market figure when you budget.

Sick pay is tiered at 55% to 75% of average earnings depending on the length of absence, with the employer funding the opening days and the state the rest. Maternity leave runs 126 days and, like child-raising leave, is state funded, so confirm what, if anything, the EOR bills you for.

Termination and severance

Termination difficulty here is 4 out of 5. Dismissal needs a ground the Labour Code recognises, notice is at least 20 working days in most cases, and statutory severance applies only in limited situations.

The employee may resign on notice, but the employer may only dismiss for reasons such as misconduct, professional inadequacy or genuine redundancy, each with its own mandatory procedure. In practice many exits are agreed by mutual consent, because a missed procedural step can void a dismissal.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any contractual severance. Courts can order reinstatement with back pay, so keep a documented reason.

Statutory benefits

Pension and health contributions are the dominant statutory cost, but in Romania they sit on the employee side and are withheld from gross pay. They apply to foreign employees too, unless an A1 certificate or a social security agreement covers them.

Meal vouchers and private medical subscriptions are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in RON. The employer withholds 10% income tax and the employee's contributions at source and reports them in a single monthly return.

Employer contributions add 2.25% on top of gross salary. That is before the EOR fee.

Net pay is the trap. Employee contributions take 35% of gross before tax, so take-home pay lands at roughly 58% to 60% of gross. Candidates often negotiate in net, so agree offers in gross.

Work permits

Non-EU hires need a work permit, a long-stay employment visa and a residence permit, and the sponsoring entity must pass a local labour market test. Processing typically takes 2 to 4 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, the eligibility conditions apply to the sponsor, not to you, and the 2026 national quota of 90,000 permits can fill before year end.

EU, EEA and Swiss citizens need no permit. For everyone else, set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR and Romania's implementing law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Romania is 5 to 15 employees, a permanent commercial presence, or a hire likely to outlast the 36-month cap on temporary agency assignments. Below that, an EOR is normally cheaper and faster.

Incorporation here is straightforward, but the running cost is the point: a registered office, a local accountant, monthly payroll and REGES-Online filings, audit thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Romania

How much does it cost to employ someone in Romania through an EOR?
Budget the gross salary, plus 2.25% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Romania?
Typically 2 to 7 working days once the candidate has accepted, right to work is confirmed and the mandatory pre-employment medical check is done. Work permit cases take considerably longer.
Can an EOR terminate an employee in Romania?
Yes, but only on a ground the Labour Code recognises, with notice of at least 20 working days in most cases. Termination difficulty here is 4 out of 5, so the EOR will want a documented reason to limit unlawful dismissal exposure.
Does the EOR need its own entity in Romania?
Someone in the chain must hold a local entity with a temporary work agency licence, and only that entity can employ your staff and sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
