130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written contract is required for any role lasting more than 90 days, and always for a foreign employee. The EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in RWF, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is the standard contract language for commercial roles.

Fixed-term contracts are permitted and there is no statutory cap on renewals, but put each renewal in writing. Ending one early needs mutual consent or a legitimate reason, and most EORs default to indefinite terms.

Probation

Probation in Rwanda is capped at 3 months, with one extension of up to 3 more. No notice applies during probation, but a dismissal must rest on a written performance evaluation.

Set probation from day one. An extension needs a written evaluation, notified to the employee, and a valid reason.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is compensated with equivalent time off first, and paid only if that rest is not granted within 30 days.

Overtime hours must be recorded, and night, weekend and public holiday hours count as ordinary working time.

There is no statutory overtime premium, so the rate is set by the contract or a collective agreement. Put the position in writing either way.

Leave and public holidays

Employees get 18 working days of paid annual leave, rising by one day for every three years of service to a cap of 21, plus 15 public holidays. Sick, maternity and paternity leave sit on top.

Leave accrues at 1.5 days a month and must be taken within two years. It cannot be paid out except on termination, so plan cover rather than budgeting for buy-outs.

Sick leave splits into short-term and long-term entitlements. Maternity leave runs 14 weeks on full pay, with the employer funding the first 6 weeks and RSSB reimbursing the other 8, so confirm the EOR files the claim. Paternity leave is 7 days.

Termination and severance

Termination difficulty here is 3 out of 5. Notice is 15 days in the first year and 30 days after that. Terminal benefits of 2 to 7 months' pay apply to economic and sickness dismissals after a year's service.

Either side may terminate on notice or pay in lieu. An indefinite contract can only be ended for a legitimate reason, given in writing, and unfair dismissal damages run from 3 to 6 months' salary, or up to 9 months after 10 years' service.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and terminal benefits, which are due within 7 working days. Redundancies also mean informing staff representatives and the labour inspector in writing.

Statutory benefits

The RSSB pension is the dominant statutory cost and applies to foreign employees as well as Rwandans. Occupational hazards and maternity insurance sit alongside it.

Private medical cover is standard for professional roles even though it is not mandatory. Employees also pay a 0.5% community health insurance contribution on net pay.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in RWF. Income tax is withheld at source under PAYE, at rates from 0% to 30%, and declared with RSSB contributions by the 15th of the following month.

Employer contributions add 8.3% on top of gross salary in 2026: 6% pension, 2% occupational hazards and 0.3% maternity insurance. That is before the EOR fee.

The pension rate is the trap. The combined rate rises by 2 percentage points every January from 2027 until it reaches 20% in 2030, so a multi-year budget built on today's 6% employer share will come in short.

Work permits

Foreign hires need a Class H work permit: H1 for occupations on the in-demand list, or H2 for employer-sponsored roles. Official processing is around 7 days once a complete application is lodged.

Ask whether the EOR sponsors directly or refers to a partner. An H2 permit needs a sponsoring employer with its own Rwandan trading licence, so a partner-model EOR may not be able to sponsor at all.

Applications go through the Irembo portal once the employee is in Rwanda. Set start dates after approval, not before.

Data protection

Employee data is processed under Rwanda's 2021 data protection law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Personal data must be stored in Rwanda unless the controller or processor holds NCSA authorisation to store or transfer it abroad.

Ask where payroll data is hosted, whether the EOR is registered with the NCSA, and who in the partner chain can see it.

When to open your own entity

The usual trigger in Rwanda is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Registration with the Rwanda Development Board can be done in hours, but the running cost is the point: a Rwanda-resident director, monthly PAYE and RSSB filings, annual returns, accounting and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Rwanda

How much does it cost to employ someone in Rwanda through an EOR?
Budget the gross salary, plus 8.3% in employer contributions in 2026, rising each January from 2027 as the pension rate steps up, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Rwanda?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer, as the application can only be lodged once the employee is in Rwanda.
Can an EOR terminate an employee in Rwanda?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR will need a legitimate reason given in writing, and terminal benefits apply to economic dismissals after a year's service.
Does the EOR need its own entity in Rwanda?
Someone in the chain must hold a local entity, and only a Rwandan employer with a trading licence can sponsor an H2 work permit. Ask whether the provider owns it or uses a partner, in writing.
