  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Sri Lanka requires written particulars of employment for office staff, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in LKR, working hours, leave, probation, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is the standard contract language for commercial roles.

Fixed-term contracts are permitted, but continuous renewal without a break creates a presumption of permanent employment, so most EORs default to indefinite terms.

Probation

Probation in Sri Lanka can run for up to 6 months and be extended once by a further 6. Either side can end employment without notice during probation, but the period must be stated in the letter of appointment.

Set probation from day one. Probation is the only window in which an exit is straightforward. Assess properly and confirm any extension in writing before the first six months end.

Some EORs apply their own standard probation terms because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 45 hours, with a normal working day of 8 hours plus a meal break. Overtime applies in law at every level, but executive-grade staff are generally not paid it in practice.

Overtime is paid at 1.5 times the normal hourly rate and capped at 12 hours a week. Work on weekly holidays and Poya days attracts the same premium.

Most professional hires are treated as executive grade, which is a market convention rather than a statutory exemption. Put the position in writing either way.

Leave and public holidays

Annual leave accrues to 14 days, with no statutory entitlement in the first calendar year, plus 7 days of casual leave and around 25 public holidays. Maternity leave sits on top.

Many employers of professional staff grant leave from the start rather than wait for the statutory accrual, so check what the EOR's standard contract offers and budget on that.

There is no statutory paid sick leave, so casual leave covers illness unless the contract adds medical leave. Maternity leave is 84 working days on full pay, funded by the employer, and there is no statutory paternity leave.

Termination and severance

Termination difficulty here is 4 out of 5. Notice is set by contract, but ending employment without consent or misconduct needs Commissioner of Labour approval and formula-based compensation.

Contracts usually allow notice or pay in lieu, but that alone does not make a dismissal lawful. Outside resignation or misconduct, termination needs the employee's consent or the Commissioner of Labour's prior written approval, with compensation set by gazetted formula at up to 2.5 months' salary per year of service, capped at LKR 2.5 million.

The 15-worker threshold that triggers these rules is measured on the EOR's headcount, not yours, so assume it applies. The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, gratuity where due and any contractual severance. Labour tribunals take a pro-employee, just and equitable approach and put the onus on the employer, so keep a documented reason and hold a proper disciplinary inquiry.

Statutory benefits

The Employees' Provident Fund and Employees' Trust Fund are the statutory costs and apply to all employees, foreign nationals included. Gratuity adds a long-tenure liability after five years.

Private medical insurance and group life are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in LKR. Income tax is withheld at source under APIT, Sri Lanka's PAYE system, and the tax year runs from April to March.

Employer contributions add 15% on top of gross salary: 12% EPF and 3% ETF, charged on total earnings with no ceiling. That is before the EOR fee.

Gratuity is the trap. Once an employee completes five years' service with an employer of 15 or more workers, half a month's final salary is owed for every year served, so accrue for it from the start.

Work permits

Foreign hires need a residence visa in the employment category, backed by a BOI or line ministry recommendation for the sponsoring entity. Processing usually takes 1 to 2 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the recommendation route depends on how the sponsoring entity is registered, not on you.

The hire enters on an entry visa for employment, converts it to a residence visa after arrival and renews it each year. Set start dates after approval, not before.

Data protection

Employee data falls under the Personal Data Protection Act No. 9 of 2022, whose core duties apply from 1 January 2027. The EOR acts as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. The Act sets contract requirements between controllers and processors and regulates cross-border transfers.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Sri Lanka is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is straightforward, but the running cost is the point: a resident company secretary, a registered office, a statutory audit, foreign investment paperwork and payroll registrations set an annual floor. An entity of your own with fewer than 15 workers also sits outside the termination approval regime, which an EOR's workforce rarely does.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Sri Lanka

How much does it cost to employ someone in Sri Lanka through an EOR?
Budget the gross salary, plus 15% in employer EPF and ETF contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Sri Lanka?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Residence visa cases take considerably longer.
Can an EOR terminate an employee in Sri Lanka?
Yes, but termination difficulty here is 4 out of 5. Outside resignation or misconduct, the EOR needs the employee's consent or Commissioner of Labour approval, and compensation follows a gazetted formula.
Does the EOR need its own entity in Sri Lanka?
Someone in the chain must hold a local entity, and only that entity can sponsor a residence visa. Ask whether the provider owns it or uses a partner, in writing.
