130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Armenia, and the EOR signs it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in AMD, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

The contract must be in Armenian. A bilingual Armenian and English version is common for commercial roles.

Fixed-term contracts are only allowed where the work cannot be set up on an indefinite basis, so most EORs default to indefinite terms. Contracts are moving onto the State Revenue Committee's electronic platform, which becomes mandatory from 1 July 2027.

Probation

Probation in Armenia is optional and capped at 3 months for most roles. Either side can end it on 3 days' written notice, with no severance due.

Set probation in the contract from day one. Up to 6 months is possible for some managerial and specialist roles, but only by written agreement.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours, with a maximum of 8 hours a day. Overtime needs the employee's written consent outside emergencies.

Overtime is paid at 1.5 times the hourly rate and is capped at 4 hours over two consecutive working days, with an annual limit on top. Night work and work on public holidays carry their own premiums.

Professional roles are not automatically outside these rules, so agree in writing how extra hours are handled and keep a record of them.

Leave and public holidays

Employees get at least 20 working days of paid annual leave on a five-day week, or 24 on a six-day week, plus 13 public holidays. Sick and maternity leave sit on top.

Leave becomes usable after six months of service, and it can normally only be exchanged for cash when employment ends, so budget for unused days at exit.

Sick pay is a temporary incapacity benefit: the first day is unpaid, the employer covers roughly the first week and the state budget pays the rest. Maternity leave is 140 days and is funded by the state, so confirm whether the EOR tops it up.

Termination and severance

Termination difficulty here is 3 out of 5. Dismissal is only lawful on a ground listed in the Labour Code, and redundancy needs 2 months' notice plus one month's average pay in severance.

Other no-fault grounds, such as unsuitability for the role, carry 14 to 60 days' notice and severance of 10 to 44 days' average pay, both scaled by length of service. Courts can order reinstatement with back pay, or award up to 12 months' average salary where reinstatement is impractical.

The EOR runs the process as the legal employer and will want the paperwork in order, including a written order citing the ground, final pay, unused leave and severance, all due on the last working day. Employees who are pregnant or caring for a child under one are heavily protected, so check status before you start.

Statutory benefits

The funded pension is the main statutory contribution, and it comes out of the employee's pay, not yours. It applies to those born after 1 January 1974, and foreign nationals can apply for an exemption.

Since January 2026, citizens also pay a fixed universal health insurance premium through payroll. Private medical cover is still a common extra for professional roles, even though it is not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in AMD. Income tax is a flat 20%, withheld at source by the employer and reported to the State Revenue Committee each month.

Armenia has no employer social contributions, so gross salary plus the EOR fee is most of the cost. The employee's income tax, pension contribution, military stamp duty and health premium all come out of gross pay.

Dram payment is the trap. Salaries paid in Armenia must go out in AMD, so a salary agreed in GBP or USD needs a written conversion rule and an agreed position on who carries exchange-rate movement.

Work permits

Most foreign hires from outside the EAEU need a work permit, and the application is filed by the employing entity. Processing takes about 2 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the permit is tied to the employer named on it. From 1 November 2026, annual quotas replace the labour market test and apply to the sponsor's application, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under Armenia's Law on Protection of Personal Data, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need adequate protection in the receiving country or contractual safeguards approved by the Personal Data Protection Agency.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Armenia is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: accounting, monthly State Revenue Committee reporting, audit above size thresholds and payroll software set an annual floor. From 1 November 2026, a foreign director working in the company also loses the work permit exemption and needs a residence route of their own.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Armenia

How much does it cost to employ someone in Armenia through an EOR?
Budget the gross salary plus the EOR fee. There are no employer social contributions, as tax and pension come out of the employee's gross pay. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Armenia?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take around 2 months.
Can an EOR terminate an employee in Armenia?
Yes, but only on a ground listed in the Labour Code, and termination difficulty here is 3 out of 5. The EOR will want a documented reason, because courts can order reinstatement with back pay.
Does the EOR need its own entity in Armenia?
Someone in the chain must hold a local entity, and only an Armenian-registered entity can apply for a work permit. Ask whether the provider owns it or uses a partner, in writing.
