130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Serbia before the employee starts work, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary (paid in RSD), working time, leave, notice and any non-compete clause. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are drafted in Serbian, and bilingual Serbian and English versions are standard for international employers.

Fixed-term contracts are capped at 24 months, with limited exceptions, and most EORs default to indefinite terms.

Probation

Probation in Serbia can last up to 6 months. Either side can end it on at least 5 working days' notice, but the terms must be stated in the contract.

Set probation from day one. It cannot be extended beyond the 6-month statutory cap, and a decision that the employee has not passed needs written reasons.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime pay is statutory for every employee, and overtime is capped at 8 hours a week.

Overtime is paid at a premium of at least 26% of the base rate, and work on a public holiday at a minimum of 110%. A working day cannot exceed 12 hours including overtime.

There is no earnings threshold, so senior hires are covered too. Agree in writing how overtime is approved and recorded.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, plus 12 non-working public holidays. Sick, maternity and childcare leave sit on top.

Professional roles typically get 20 to 25 days, because the statutory minimum rises with experience and other criteria set in the employer's rules. Quote the market figure when you budget.

The first 30 days of sick leave are paid by the employer at no less than 65% of average salary, rising to 100% for a workplace injury, after which the health insurance fund takes over. Maternity and childcare leave run to 365 days for a first or second child and are state funded but paid through payroll, so confirm whether the EOR bills you for any of it.

Termination and severance

Termination difficulty here is 3 out of 5. Dismissal needs a statutory ground, notice of 8 to 30 days applies to performance cases, and redundancy carries statutory severance.

There is no termination on notice alone. Redundancy severance is at least one third of monthly salary per year of service, paid before the exit date, and performance cases need written instructions and time to improve first.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay within 30 days, unused leave and any severance. Unfair dismissal protection applies from day one and courts can order reinstatement, so keep a documented reason.

Statutory benefits

Mandatory social insurance is the dominant statutory cost, covering pension, health and unemployment. It applies to foreign employees too, unless a social security agreement keeps them in their home scheme.

Commuting costs must be reimbursed, and seniority pay of at least 0.4% of base salary per year of service is mandatory. The Labour Law also provides for meal and holiday allowances, which many employers build into base salary.

Private health insurance is common for professional roles but not mandatory. EORs often bundle it through a group scheme, so ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in RSD. Income tax is withheld at source at a flat 10%, along with employee contributions of 19.9%.

Employer contributions add 15.15% on top of gross salary, up to a cap of five times the average monthly salary. That is before the EOR fee.

Annual income tax is the trap. Employees whose yearly net income exceeds three times the average annual salary must file their own return by 15 May and pay a further 10% to 15% on the excess, so raise it with senior hires before they compare offers.

Work permits

Foreign hires, EU nationals included, need a single permit covering residence and work, and the sponsoring employer must be registered in Serbia. The statutory deadline is 15 days, but 4 to 8 weeks is realistic.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the labour market test runs against the sponsor, not you.

The law lets an applicant start work once the application is filed, but confirm with the EOR before you agree a start date.

Data protection

Employee data is processed under Serbia's Law on Personal Data Protection, which closely follows the GDPR, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers out of Serbia need a lawful basis, though EU and EEA countries are treated as adequate.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Serbia is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporating a limited liability company (d.o.o.) is quick and the minimum capital is nominal, but the running cost is the point: a registered address, a director, licensed bookkeeping, annual financial statements, audit thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Serbia

How much does it cost to employ someone in Serbia through an EOR?
Budget the gross salary, plus 15.15% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Serbia?
Typically 2 to 7 working days once the candidate has accepted, as the contract must be signed and social insurance registration filed before day one. Single permit cases take considerably longer.
Can an EOR terminate an employee in Serbia?
Yes, but only on a ground recognised by the Labour Law. Termination difficulty here is 3 out of 5, so the EOR will want a documented reason and, for redundancy, severance paid before the exit date.
Does the EOR need its own entity in Serbia?
Someone in the chain must hold a local entity, and only a Serbian-registered employer can sponsor a single permit. Ask whether the provider owns it or uses a partner, in writing.
