  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Bulgaria, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in EUR, working time, leave, notice and confidentiality terms. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are drafted in Bulgarian, usually alongside an English version, and must be registered with the National Revenue Agency within 3 days and before the first working day.

Fixed-term contracts are limited to temporary, seasonal or short-term work, with narrow exceptions, so most EORs default to indefinite terms.

Probation

Probation in Bulgaria can run up to 6 months. The party the clause favours can end the contract without notice, but the clause must be in the written contract.

Set probation from day one. Probation cannot be extended beyond 6 months or repeated for the same role, though time off for sickness or leave does not count towards it.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is restricted by law and carries a statutory premium for every employee, with no earnings threshold.

Overtime is paid at a premium of at least 50% on working days, 75% on rest days and 100% on public holidays, with an annual cap of 150 hours.

Most professional hires are put on irregular working hours, which compensates extra weekday hours with at least 5 days of additional paid leave rather than overtime pay. Put the position in writing either way.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, usable after 8 months of service, plus 14 public holidays. Sick, maternity and paternity leave sit on top.

Market practice for professional roles is 20 to 25 days, and irregular working hours add at least 5 more, so quote the combined figure when you budget.

The employer pays the first 3 days of sick leave at 70% of pay, with social security covering the rest. Maternity leave runs to 410 days and is paid by the state, not the employer, so your cost is cover for the role rather than pay.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs 30 days to 3 months by agreement, and dismissal is only possible on grounds listed in the Labour Code.

Either side may terminate on notice or pay in lieu. Redundancy and closure trigger at least one month's gross pay as statutory compensation, and some protected employees can only be dismissed with prior Labour Inspectorate approval.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any statutory compensation. Mutual termination is common and often cleaner. Unlawful dismissal claims can end in reinstatement, so keep a documented reason.

Statutory benefits

Social security is the dominant statutory cost and applies to all employees on a Bulgarian contract, including foreign nationals. It funds pension, health, sickness, maternity and unemployment cover.

Private medical cover, food vouchers and sports cards are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR, following euro adoption in January 2026. Income tax is withheld at source at a flat 10%.

Employer social security adds 18.92% to 19.62% on top of gross salary, capped at EUR 2,300 of monthly insurable income. That is before the EOR fee.

Length-of-service pay is the trap. Employees earn at least 0.6% of basic salary for each year of relevant experience, including with previous employers, so confirm whether a quoted salary is basic pay or the total.

Work permits

Non-EU hires need a single permit or EU Blue Card, and the sponsoring entity must meet a foreign-staff quota. Processing takes 2 to 4 months, while EU, EEA and Swiss nationals need no permit.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the cap of 20% third-country staff (35% for SMEs) applies to the sponsor, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR and Bulgaria's Personal Data Protection Act, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Bulgaria is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and the minimum capital is nominal, but the running cost is the point: local accounting, annual financial statements, audit thresholds, an occupational health service contract and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Bulgaria

How much does it cost to employ someone in Bulgaria through an EOR?
Budget the gross salary, plus 18.92% to 19.62% in employer social security up to the EUR 2,300 monthly cap, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Bulgaria?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed, as the contract must be registered with the National Revenue Agency before day one. Single permit cases take considerably longer.
Can an EOR terminate an employee in Bulgaria?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but dismissal must rest on a ground in the Labour Code, so the EOR will want a documented reason to limit unlawful dismissal exposure.
Does the EOR need its own entity in Bulgaria?
Someone in the chain must hold a local entity, and only that entity can sponsor a single permit. Ask whether the provider owns it or uses a partner, in writing.
