  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written key employment terms are required in Cyprus, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in EUR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is widely used for commercial roles, with Greek the official language.

Fixed-term contracts are permitted, but successive contracts beyond 30 months in total become indefinite, and most EORs default to indefinite terms.

Probation

Probation in Cyprus can run up to 26 weeks. Either side can end employment during probation without notice, but the terms must be stated in the contract.

Set probation from day one. Since 2023 probation cannot be extended beyond 26 weeks, so treat any older 104-week clause as a red flag.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

Working time is capped at an average of 48 hours a week including overtime. Overtime pay is set by contract or collective agreement, not by general statute.

Most offices run a 38 to 40 hour week, and sectoral collective agreements set overtime rates where they apply.

Most professional hires sit outside a sectoral agreement, so overtime becomes a contractual matter rather than a statutory one. Put the position in writing either way.

Leave and public holidays

Employees get at least 20 days of paid annual leave on a five-day week, plus 14 to 16 public holidays usually granted by contract or collective agreement. Sick, maternity and paternity leave sit on top.

Market practice for professional roles is 20 to 25 days, a little above the statutory floor, so quote the market figure when you budget.

Sickness benefit is paid by social insurance from the fourth day of absence, and any employer top-up is contractual. Maternity and paternity pay also come from social insurance, so confirm whether the EOR tops them up and who carries the cost.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs one to eight weeks by tenure, and after 26 weeks a dismissal needs a valid statutory reason.

Either side may terminate on notice, and the employer may pay in lieu. Redundancy pay comes from the state Redundancy Fund for employees with at least 104 weeks of service, while unfair dismissal compensation is paid by the employer and can reach two years' wages.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any contractual severance. Unfair dismissal claims go to the Labour Disputes Court, so keep a documented reason.

Statutory benefits

Social insurance is the dominant statutory cost and applies to all employees, foreign nationals included. The GeSY healthcare contribution sits alongside it.

Provident funds, private medical cover and group life are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR. Income tax is withheld at source through PAYE, together with the employee's social insurance and GeSY contributions.

Employer contributions add around 15.4% on top of gross salary, with social insurance, redundancy and training contributions capped at 5,742 EUR a month in 2026. That is before the EOR fee.

The 13th salary is the trap. It is not required by statute, but it is customary and some collective agreements make it binding, so settle the position before you make an offer.

Work permits

Non-EU hires need a residence and employment permit, and the sponsoring entity must meet local hiring and salary criteria. Processing takes around 1 month on the fast track and up to 6 months on the standard route.

EU and EEA nationals need no permit. Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and Business Facilitation Unit registration, the 2,500 EUR monthly salary floor and third-country staff quotas apply to the sponsor, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR and Cyprus Law 125(I)/2018, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need a lawful basis.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Cyprus is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: a registered office, company secretary, accounting, a yearly statutory audit or auditor review regardless of size, and payroll set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Cyprus

How much does it cost to employ someone in Cyprus through an EOR?
Budget the gross salary, plus around 15.4% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Cyprus?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Non-EU permit cases take considerably longer.
Can an EOR terminate an employee in Cyprus?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but after 26 weeks the EOR will need a valid statutory reason to limit unfair dismissal exposure.
Does the EOR need its own entity in Cyprus?
Someone in the chain must hold a local entity, and only that entity can sponsor a work permit for a non-EU hire. Ask whether the provider owns it or uses a partner, in writing.
