  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written notice of key employment terms is required in Israel within 30 days of the start date, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in ILS, working hours, leave, pension, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is standard for tech and commercial roles, with Hebrew widely used elsewhere.

Fixed-term contracts are permitted, but repeated renewals invite scrutiny and most EORs default to indefinite terms. Courts enforce non-competes narrowly, so rely on confidentiality and IP assignment clauses instead.

Probation

Probation in Israel is typically 3 to 6 months, although no statute defines it. Notice during the first year is shorter and scales with months worked, but the terms must be stated in the contract.

Set probation from day one. An extension needs the employee's agreement, and the pre-dismissal hearing still applies during probation.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 42 hours. Overtime pay is statutory for most employees, with senior managers and roles of special trust excluded.

Overtime is paid at 125% of the hourly rate for the first two hours a day and 150% after that, within daily and weekly caps.

Many tech contracts use a global overtime payment, a fixed monthly sum in place of hourly tracking, but the employer must still be able to show it covers the hours actually worked. Put the position in writing either way.

Leave and public holidays

Employees get at least 12 working days of paid annual leave on a five-day week, rising with seniority, plus 9 paid public holidays. Sick, maternity and reserve duty leave sit on top.

Market practice for professional roles is 18 to 22 days, well above the statutory floor, so quote the market figure when you budget.

Sick leave accrues at 1.5 days a month, with day one unpaid and days two and three at half pay. Maternity leave is 26 weeks, 15 of them paid by National Insurance, and reserve duty pay is reimbursed by National Insurance, so confirm which costs the EOR carries and which it passes through.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs from one day per month worked up to one month after the first year, and statutory severance is one month's salary per year of service once the employee passes a year.

Either side may terminate on notice or pay in lieu. A pre-dismissal hearing is mandatory, with the reasons given in advance and a fair chance to respond, and skipping it is a common ground for claims.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave, severance and the release of pension funds. Pregnancy and reserve duty carry special dismissal protections, so check status before you start.

Statutory benefits

Mandatory pension, with its severance component, is the dominant statutory cost and applies to all employees. When contributions start depends on whether the employee already has a pension fund.

A study fund (keren hishtalmut), private medical cover and group life are standard for professional roles even though they are not mandatory. Recreation pay and commuting costs are statutory and easy to miss in a budget.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in ILS, with salary due by the 9th of the following month. Income tax, National Insurance and health tax are withheld at source.

Employer contributions add roughly 19% to 22.5% on top of gross salary: National Insurance at 4.51% or 7.6% by salary band, 6.5% pension and 8.33% severance funding. That is before the EOR fee.

Section 14 is the trap. If the contract does not apply a Section 14 arrangement, monthly severance deposits do not discharge the obligation, and a top-up can fall due when the employee leaves.

Work permits

Foreign hires need a B-1 work visa, and the sponsoring entity must pay experts at least double the national average wage. Processing takes around 2 weeks on the high-tech track and considerably longer on the standard route.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the high-tech fast track depends on the sponsor's recognition by the Israel Innovation Authority, not on yours.

Set start dates after approval, not before.

Data protection

Employee data is processed under the Protection of Privacy Law, as overhauled by Amendment 13 in 2025, with the EOR acting as database owner for employment records and holder for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers abroad need a lawful basis under Israel's transfer regulations, although Israel's EU adequacy status eases flows from Europe.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Israel is 5 to 15 employees, a permanent commercial presence or an R&D centre. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: a mandatory annual audit, accounting, VAT and tax registrations, payroll software and, for R&D subsidiaries, transfer pricing set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Israel

How much does it cost to employ someone in Israel through an EOR?
Budget the gross salary, plus roughly 19% to 22.5% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Israel?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. B-1 work visa cases take considerably longer.
Can an EOR terminate an employee in Israel?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR must hold a pre-dismissal hearing first and will want a documented reason to limit claims in the labour courts.
Does the EOR need its own entity in Israel?
Someone in the chain must hold a local entity, and only that entity can sponsor a B-1 work visa. Ask whether the provider owns it or uses a partner, in writing.
