  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is expected in Ethiopia, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in ETB, working time, leave, notice and the grounds for termination. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Amharic is the federal working language, so contracts are often issued in Amharic or as a bilingual Amharic and English document.

Fixed-term contracts are only lawful in the situations the Labour Proclamation lists, and any other contract is presumed indefinite, so most EORs default to indefinite terms.

Probation

Probation in Ethiopia is capped at 60 working days. Either side can end the contract during probation without notice or severance, but the probation must be agreed in writing.

Agree probation in writing from day one. An employee rehired into the same role cannot be put on probation again.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 48 hours, usually 8 hours a day over six days. Statutory overtime covers all employees under the Labour Proclamation, which excludes managerial staff.

Overtime is paid at 1.5 times the hourly rate during the day, 1.75 at night, 2 on the weekly rest day and 2.5 on public holidays, capped at 4 hours a day and 12 hours a week.

Managerial employees sit outside the Labour Proclamation, so their hours become a contractual matter rather than a statutory one. The label has to reflect genuine authority, so put the position in writing either way.

Leave and public holidays

Employees get 16 working days of paid annual leave after the first year, rising by one day for every two further years of service, plus 13 public holidays. Sick, maternity and paternity leave sit on top.

The statutory scale rises with tenure, so budget for longer entitlements on long-serving hires. Leave cannot be exchanged for cash except when employment ends.

Sick leave runs to six months in any 12-month period, paid in full for the first month and at half pay for the next two. Maternity leave of 120 days is paid in full by the employer rather than the state, so confirm the EOR has priced it in.

Termination and severance

Termination difficulty here is 4 out of 5. Notice runs one to three months by tenure, and statutory severance applies to most terminations after probation.

Dismissal must rest on one of the grounds the Labour Proclamation lists. Severance is a fixed statutory formula: 30 days' wages for the first year, 10 days for each further year, capped at 12 months, with an extra 60 days on redundancy.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and severance. Unlawful dismissal can lead to reinstatement or compensation of 180 days' wages on top of severance and notice pay, so keep a documented reason.

Statutory benefits

The private sector pension fund is the dominant statutory cost and is mandatory for Ethiopian citizens. Foreign nationals without Ethiopian origin are barred from joining it.

Private medical cover is standard for professional roles even though it is not mandatory. A social health insurance scheme for formal-sector staff has been on the statute book since 2010 but is still not fully implemented, so ask the EOR how it will handle the rollout.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in ETB. Employers withhold income tax at source on a progressive scale up to 35%, with the first 2,000 birr a month tax free.

Employer pension contributions add 11% of basic salary on top for Ethiopian citizens. That is before the EOR fee.

Currency is the trap. The birr has lost well over half its value against the dollar since it was floated in July 2024, and inflation is still in double digits. Agree a salary review mechanism in the offer so pay does not quietly erode.

Work permits

Foreign hires need a work permit from the Ministry of Labour and Skills, followed by a work visa and residence permit. Processing takes 3 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the sponsor may have to show the skills are not available locally and name an Ethiopian understudy to take over the role.

Set start dates after approval, not before.

Data protection

Employee data is processed under Personal Data Protection Proclamation No. 1321/2024, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers out of Ethiopia need adequate protection in the receiving country or the employee's explicit consent.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Ethiopia is 10 to 20 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation is the hurdle here. Foreign investors need an investment permit from the Ethiopian Investment Commission and minimum capital of USD 200,000 for a wholly owned company, or USD 150,000 in a joint venture, with lower thresholds for some consultancy and ICT work. Several sectors remain reserved for domestic investors.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Ethiopia

How much does it cost to employ someone in Ethiopia through an EOR?
Budget the gross salary, plus 11% of basic salary in employer pension contributions for Ethiopian citizens, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Ethiopia?
Typically 5 to 10 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in Ethiopia?
Yes. Notice or pay in lieu applies and termination difficulty here is 4 out of 5, so the EOR will need one of the statutory grounds and a documented reason to limit unlawful dismissal exposure.
Does the EOR need its own entity in Ethiopia?
Someone in the chain must hold a local entity, and only that entity can apply for a work permit. Ask whether the provider owns it or uses a partner, in writing.
