  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written contract is required in Georgia for any employment lasting more than a month, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in GEL, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

The contract must be in a language both parties understand. Bilingual Georgian and English contracts are common, with a clause stating which version prevails.

Fixed-term contracts of under a year need a statutory reason, and anything running past 30 months converts to indefinite, so most EORs default to indefinite terms.

Probation

Probation in Georgia can run for up to 6 months. No statutory notice or severance applies during probation unless the contract says otherwise.

Set probation in the written contract from day one. It can be used only once and cannot be extended, so agree the full length you need at the start.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime must be paid at a higher rate for every employee, but the law leaves the rate to the parties.

There is no statutory multiplier. A proposed 125% floor was dropped from the 2020 reforms, so the rate is whatever the contract says.

There is no earnings threshold, so senior professional hires are covered too. Put the overtime rate, or time off in lieu, in writing.

Leave and public holidays

Employees get at least 24 working days of paid annual leave, plus 18 public holidays. Unpaid, sick and parental leave sit on top.

The statutory 24 days is already generous, so market practice for professional roles rarely goes far beyond it. Leave can be taken after 11 months of service, or earlier by agreement.

There is no state sickness fund, so sick pay is an employer cost. Maternity and parental pay is state funded but capped well below most professional salaries, so confirm whether the EOR tops it up.

Termination and severance

Termination difficulty here is 3 out of 5. Dismissal needs a ground listed in the Labour Code, plus 30 days' notice with one month's severance or 3 days' notice with two months'.

Severance is statutory and flat. It depends on the notice route chosen, not on length of service, and is due within 30 days of termination.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and severance. The employee can ask for written reasons within 30 days and the employer has 7 days to reply, so keep a documented ground.

Statutory benefits

The funded pension scheme is the only statutory employer cost and applies to citizens and permanent residents. Foreign employees without permanent residence sit outside it, and no other employer levy applies.

Contributions split 2% from the employer, 2% from the employee and up to 2% from the state, depending on salary. Private medical cover is standard for professional roles even though it is not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in GEL. Income tax is a flat 20%, withheld at source by the employer.

Employer contributions add 2% on top of gross salary for employees in the pension scheme. That is before the EOR fee.

Late pay is the trap. Salary must go out at least monthly, and the employer owes a 0.07% penalty for each day it is late, so check the EOR's funding deadline sits well before payday.

Work permits

Since 1 March 2026, foreign hires without permanent residence need a right to work permit, applied for by the local employer. Allow at least 6 weeks, including a 10 working day job posting.

Ask whether the EOR sponsors directly or refers to a partner. The permit is tied to one employer and one position, so the entity that applies must be the one on the contract, and a change of provider means a new application.

A visa-free stay no longer covers paid work, and the permit sits alongside a residence permit or work visa, not instead of one. Working without it risks a GEL 2,000 fine.

Set start dates after approval, not before.

Data protection

Employee data is processed under Georgia's GDPR-style Law on Personal Data Protection, in force since March 2024, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers abroad need an adequate destination or appropriate safeguards, and breaches must be reported to the regulator within 72 hours.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Georgia is 3 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and cheap: an LLC can be registered in a day or two with no minimum capital, and profit is taxed at 15% only when distributed. Monthly tax declarations, accounting and corporate banking still set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

Questions buyers ask about Georgia

How much does it cost to employ someone in Georgia through an EOR?
Budget the gross salary, plus 2% in employer pension contributions for citizens and permanent residents, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Georgia?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Foreign hires who need a work permit take considerably longer.
Can an EOR terminate an employee in Georgia?
Yes, but only on a ground listed in the Labour Code, with notice and statutory severance. Termination difficulty here is 3 out of 5, and the EOR will want the ground documented in case the employee asks for written reasons.
Does the EOR need its own entity in Georgia?
Someone in the chain must hold a local entity, and only that entity can apply for a work permit. Ask whether the provider owns it or uses a partner, in writing.
