  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Kazakhstan, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in KZT, working time, leave, notice and any probation. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are drafted in Kazakh or Russian, with an English version added where needed, and must be filed in the state register of employment contracts within five working days.

Fixed-term contracts must run for at least a year and become indefinite after two extensions, so most EORs default to indefinite terms. Since June 2026, a contractor agreement with an individual that has even one feature of employment is treated as an employment contract by law.

Probation

Probation in Kazakhstan is up to 3 months, or 6 months for heads of organisations, their deputies, chief accountants and branch heads. The Labour Code sets no notice period during probation, but dismissal must be in writing with reasons.

Set probation in the contract from day one. It cannot be added after signing, and any absence pauses the clock. A failed probation must rest on objective evidence about the employee's qualification.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime pay is statutory for every employee, with no earnings threshold.

Overtime is paid at no less than 1.5 times the normal rate, needs the employee's written consent and is capped at 2 hours a day, 12 a month and 120 a year.

Senior professional hires are covered too, and since a June 2026 Constitutional Court ruling, unpaid overtime can be claimed back for three years. Put the position in writing and track the hours.

Leave and public holidays

Employees get at least 24 calendar days of paid annual leave, plus 15 public holidays. Sick, maternity and childcare leave sit on top.

The 24 days are calendar days, roughly 17 working days, so convert before you compare with other countries. Constitution Day moved from 30 August to 15 March in 2026, so check holiday calendars set up before the change.

Sick pay comes from the employer's own funds rather than social insurance. Maternity leave runs to 126 days and is paid through state social insurance, and childcare leave until the child turns three is unpaid by the employer but partly covered by a state benefit, so confirm what the EOR tops up.

Termination and severance

Termination difficulty here is 3 out of 5. Notice is at least one month for redundancy, and statutory severance is one month's average pay.

Employers may only dismiss on one of 27 grounds listed in the Labour Code, while employees resign on one month's notice. Redundancy and liquidation trigger one month's average pay, two months for a decline in output, and pregnant women, women with children under three and sole parents cannot be made redundant.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay within three working days, unused leave and any statutory severance. Mutual agreement is common and often cleaner. Unlawful dismissal can end in reinstatement with up to six months' back pay, so keep a documented reason.

Statutory benefits

Social tax is the dominant statutory cost at 6% and applies to every employee, foreign hires included. Pension and social insurance contributions apply only to citizens, residence permit holders and EAEU nationals.

Voluntary medical insurance on top of the state scheme is common for professional roles even though it is not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in KZT. Income tax is withheld at source at 10%, rising to 15% on annual pay above KZT 36.76 million in 2026.

Employer charges add about 17.5% on top of gross salary for local hires: 6% social tax, 5% social contributions, 3% medical insurance and 3.5% pension, with caps on all but social tax. That is before the EOR fee.

The pension step-up is the trap. The employer rate rises to 4.5% in 2027 and 5% in 2028, so a cost model built on 2026 rates will understate the next two years.

Work permits

Foreign hires need a permit to attract foreign labour, which the regional akimat issues to the employer within an annual quota. Processing takes 5 to 8 weeks, including a compulsory 15-day vacancy posting.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the regional quota and the 70% and 90% local-staff ratios apply to the sponsor, not to you. Nationals of Russia, Belarus, Armenia and Kyrgyzstan need no permit.

Quota requests for the following year are due by the end of September. Set start dates after approval, not before.

Data protection

Employee data is processed under the Law on Personal Data and Their Protection, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Personal data must be stored in a database located in Kazakhstan, and cross-border transfers need the employee's consent unless the recipient country protects personal data.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Kazakhstan is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Registering an LLP (TOO) is quick and can be done online, but the running cost is the point: an IIN for each foreign founder and director collected in person, a local legal address, a bank account, accounting, monthly tax payments and quarterly payroll declarations set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Kazakhstan

How much does it cost to employ someone in Kazakhstan through an EOR?
Budget the gross salary, plus about 17.5% in employer charges for local hires in 2026, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Kazakhstan?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Foreign labour permit cases take considerably longer.
Can an EOR terminate an employee in Kazakhstan?
Yes, but only on one of the grounds in the Labour Code, and termination difficulty here is 3 out of 5. The EOR will want a documented reason, because an unlawful dismissal can mean reinstatement with back pay.
Does the EOR need its own entity in Kazakhstan?
Someone in the chain must hold a local entity, and only that entity can obtain a permit to attract foreign labour. Ask whether the provider owns it or uses a partner, in writing.
