  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Kosovo, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in EUR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are normally drafted in Albanian or Serbian, often with an English version alongside for international employers.

Fixed-term contracts are permitted, but one renewed for more than 10 years in total converts to indefinite, and most EORs default to indefinite terms.

Probation

Probation in Kosovo can last up to 6 months. Notice during probation is 7 days, but the terms must be stated in the contract.

Set probation from day one. Six months is the statutory ceiling, so there is no room to extend beyond it.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime pay is statutory for all employees, with no earnings threshold.

Overtime is paid at 1.3 times the hourly rate, or 1.5 times on weekends and public holidays, and is capped at 8 hours a week.

Professional hires are covered too, so track hours rather than assume a salaried exemption. Put the position in writing.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, plus 12 public holidays. Sick, maternity and paternity leave sit on top.

Entitlement rises by one day for every five years of service, so budget for the uplift on long-tenure hires.

Paid sick leave covers up to 20 working days a year at full salary, funded by the employer. Maternity leave runs 12 months: the employer pays 70% of basic salary for the first six, the government covers the next three and the last three are unpaid, so confirm the EOR has priced in the employer share.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs 30 to 60 days by tenure, and statutory severance is limited.

Dismissal needs a valid reason, such as redundancy, poor performance or misconduct, and written notice. Severance is tied to redundancy and collective dismissals, not to exits for conduct or performance, on a tenure scale that reaches seven months' pay.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any contractual severance. Pregnant employees and those on maternity leave are protected from dismissal, and performance cases should start with a written warning and time to improve.

Statutory benefits

The pension contribution to the Kosovo Pension Savings Trust is the only mandatory employer charge and applies to citizens and permanent residents. Foreign employees on temporary residence are generally not required to contribute.

Public health insurance is not yet mandatory, so private medical cover is the standard benefit for professional roles.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR. Income tax is withheld at source by the employer, at progressive rates from 0% to 10%.

Employer contributions add 5% on top of gross salary for local hires. That is before the EOR fee.

Secondary employment is the trap. Income from a secondary employer is taxed at a flat 10%, so confirm the EOR is declared as the employee's primary employer.

Work permits

Foreign hires need a work permit from the Employment Agency and a temporary residence permit, and most permits count against an annual quota. Processing takes 4 to 12 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, because the permit is tied to a named employer with a registered business in Kosovo.

The Law on Foreigners has been fully enforced since March 2026, so any stay beyond 90 days needs a residence permit. Set start dates after approval, not before.

Data protection

Employee data is processed under Kosovo's GDPR-aligned data protection law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers to EU countries are straightforward, but other destinations may need approval from the Information and Privacy Agency.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Kosovo is 5 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and needs no minimum capital for a limited liability company, but the running cost is the point: a managing director, local accounting, monthly tax and pension filings, annual financial statements and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Kosovo

How much does it cost to employ someone in Kosovo through an EOR?
Budget the gross salary, plus 5% in employer pension contributions for local hires, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Kosovo?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in Kosovo?
Yes. Notice of 30 to 60 days applies and termination difficulty here is 3 out of 5, but the EOR will still need a valid, documented reason to limit dismissal claims.
Does the EOR need its own entity in Kosovo?
Someone in the chain must hold a local entity, and only that entity can be named as the employer on a work permit. Ask whether the provider owns it or uses a partner, in writing.
