  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written individual employment contract is required in Moldova, and the EOR signs it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in MDL, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are normally drafted in Romanian, often with an English version alongside, and the job title must match a code in the national occupations classifier.

Fixed-term contracts are allowed only in the cases the Labour Code lists and are capped at five years, so most EORs default to indefinite terms.

Probation

Probation in Moldova can run up to 6 months, or 15 days for unskilled roles. It must be agreed when the contract is signed, and a failed probation ends employment without severance.

Set probation from day one, because it cannot be bolted on later. Sick leave and other absences do not count towards it, so a long absence pushes the end date out.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours over five days. Overtime pay applies to all employees and is capped at 120 hours a year.

The first two overtime hours are paid at 150% of the hourly rate and later hours at 200%. Weekend and public holiday work is paid at double time unless time off is given instead, and the annual cap can rise to 240 hours with employee representatives' agreement.

There is no salary threshold that takes professional hires out of the overtime rules, so hours need to be set in the contract and tracked. Put the position in writing either way.

Leave and public holidays

Employees get at least 28 calendar days of paid annual leave, plus 13 public holiday days and a local patron day. Sick, maternity and paternity leave sit on top.

Public holidays falling within a leave period do not count against it, and leave can be split as long as one block is at least 14 days. Budget from the 28 days, which already equals about four working weeks.

The employer pays the first five days of each sick leave, up to 15 days a year, and social insurance covers the rest. Maternity leave runs 126 days and paternity leave 14 days, both paid by social insurance, so confirm the EOR is not billing the benefit on top of the contributions.

Termination and severance

Termination difficulty here is 3 out of 5. Dismissal needs a ground set out in the Labour Code, and notice runs one to two months depending on that ground.

Redundancy and liquidation need two months' notice, while grounds such as unsatisfactory performance need one. Statutory severance is due only on redundancy or liquidation, at one week's average pay per year of service with a minimum of one month's pay.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any trade union consultation. Courts can order reinstatement with pay for the time out, so keep a documented reason.

Statutory benefits

State social insurance is the dominant statutory cost, paid entirely by the employer at 24% of gross salary. The 9% health insurance contribution comes out of the employee's pay instead.

Private medical cover is common for professional roles even though it is not mandatory, and there is no statutory 13th month salary.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in MDL for salaried staff. Income tax is withheld at source at a flat 12%, calculated after the 9% employee health contribution.

Employer contributions add 24% on top of gross salary. That is before the EOR fee.

IT Park status is the swing factor. Since February 2024, export-only staffing providers may qualify for the Moldova IT Park single 7% tax on sales, which replaces income tax and contributions, so ask whether the EOR's local entity is a resident. Two quotes for the same salary can differ sharply.

Work permits

Foreign hires need a right of temporary stay for work from the General Inspectorate for Migration, and the contract salary must be at least the national average wage. Allow 4 to 8 weeks, longer where a long-stay visa is needed first.

Ask whether the EOR applies through its own Moldovan entity or refers to a partner. The application rests on the contract with the Moldovan employer, so a partner-model EOR depends entirely on its partner, and the highly qualified route needs a salary of at least five times the average.

Set start dates after approval, not before.

Data protection

Employee data is processed under Law 195/2024, the GDPR-aligned regime in force since 23 August 2026, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need a lawful basis.

Fines are phased in over the first two years, but the obligations already apply in full. Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Moldova is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and inexpensive, but the running cost is the point: an administrator, accounting, monthly tax and payroll filings, audit thresholds and payroll software set an annual floor. For tech teams, an entity registered in Moldova IT Park pays a single 7% tax on sales in place of payroll taxes and contributions, which can bring the trigger forward.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Moldova

How much does it cost to employ someone in Moldova through an EOR?
Budget the gross salary, plus 24% in employer social insurance contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Moldova?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Cases needing a right of stay for work take considerably longer.
Can an EOR terminate an employee in Moldova?
Yes. Notice of one to two months applies and termination difficulty here is 3 out of 5, but the EOR will need a ground set out in the Labour Code and a documented reason to limit reinstatement exposure.
Does the EOR need its own entity in Moldova?
Someone in the chain must hold a local entity, and only that entity can apply for a foreign hire's right of stay for work. Ask whether the provider owns it or uses a partner, and whether it is an IT Park resident, in writing.
