  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written employment contracts are required in Albania, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in ALL, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are normally drafted in Albanian, often with an English version alongside for international employers.

Fixed-term contracts need an objective reason tied to temporary work, and repeated renewals can convert them into indefinite contracts, so most EORs default to indefinite terms.

Probation

Probation in Albania is capped at 3 months and applies automatically to indefinite contracts. Notice during probation is 5 days, and neither side has to give a reason.

Set probation from day one. It can be shortened or waived by agreement, but never extended.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours, usually 8 hours a day over five days. Overtime pay is statutory for all employees, with an annual cap of 200 hours.

Overtime is paid at no less than 1.25 times the hourly rate, or compensated with time off in lieu.

There is no earnings threshold that takes professional hires out of scope, so overtime stays a statutory matter whatever the salary. The employer must keep records of hours worked, so agree how overtime is approved before the role starts.

Leave and public holidays

Employees get at least 22 working days of paid annual leave, plus 15 public holidays. Sick and maternity leave sit on top.

The 22-day floor came in during 2024, and market practice for professional roles sits at or a little above it, so budget for at least 22 days. A public holiday that falls on a weekend moves to the next working day.

The employer pays sick leave at 80% of salary for the first 14 days, after which social insurance takes over. Maternity leave runs up to 365 days and is funded by social insurance rather than the employer, so confirm whether the EOR tops anything up.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs two weeks to three months by tenure, and seniority severance applies after three years.

Outside probation the employer must state its reasons and follow a fixed procedure: written notice of the intended dismissal, a meeting at least 72 hours later where the employee can respond, then a written decision. Skipping a step costs two months' salary on top of any other claim.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and seniority severance of at least 15 days' salary per full year of service. Unjustified dismissal awards can reach 12 months' salary, so keep a documented reason.

Statutory benefits

Social and health insurance is the dominant statutory cost and applies to every employee on an Albanian contract. Foreign employees hired locally are covered on the same terms, with no separate levy.

Private medical cover is not mandatory, though international employers often add it for professional roles. There is no statutory 13th salary.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in ALL. Income tax is withheld at source at 13%, rising to 23% on annual taxable income above ALL 2,040,000.

Employer contributions add 16.7% on top of gross salary, with the 15% social insurance share capped at a monthly salary ceiling. That is before the EOR fee.

Registration timing is the trap. Every new hire, probation included, must be declared to the tax authority at least one day before they start work, so build that into the onboarding timeline.

Work permits

Foreign hires need a single permit, which combines residence and work authorisation and is tied to the Albanian employer. Processing takes 4 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, because the permit is tied to the local entity that signs the employment contract, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under Law No. 124/2024, which mirrors the GDPR, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers to the EU and other countries on the Commissioner's adequacy list need no extra safeguards; elsewhere, standard contractual clauses or similar tools apply.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Albania is 3 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and inexpensive, but the running cost is the point: accounting, monthly payroll and tax filings, fiscalisation compliance and annual reporting set an annual floor. Shareholders who also act as administrators count as employees for contribution purposes.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Albania

How much does it cost to employ someone in Albania through an EOR?
Budget the gross salary, plus 16.7% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 599 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Albania?
Typically 3 to 7 working days once the candidate has accepted and right to work is confirmed. Single permit cases take considerably longer.
Can an EOR terminate an employee in Albania?
Yes. Notice applies and termination difficulty here is 3 out of 5, but the EOR must run the statutory meeting procedure and will want a documented reason to limit unjustified dismissal exposure.
Does the EOR need its own entity in Albania?
Someone in the chain must hold a local entity, and only that entity can sponsor a single permit. Ask whether the provider owns it or uses a partner, in writing.
