130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Norway within seven days of the start date, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in NOK, working time, leave, notice, pension and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is accepted for international roles, although Norwegian is the norm for local hires.

Fixed-term contracts are allowed only on specific grounds such as substitute cover, so most EORs default to permanent full-time terms.

Probation

Probation in Norway can last up to 6 months. Notice during probation is 14 days, and the terms must be stated in the contract.

Set probation from day one. It can only be extended by the length of any absence, and only if the contract allows it and the employee is told in writing before it ends.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours, and many collective agreements set 37.5. Overtime pay is statutory for most employees, with senior and particularly independent roles exempt.

Overtime is paid at a supplement of at least 40% on the hourly rate, capped at 10 hours a week, 25 hours over four weeks and 200 hours a year unless extended by agreement.

The exemption for senior roles is read narrowly, so do not assume a professional hire sits outside the rules. Put the position in writing either way.

Leave and public holidays

Employees get at least 25 working days of paid annual leave, plus 12 public holidays. Sick, parental and care leave sit on top.

Market practice is five weeks, usually set by collective agreement or company policy, so quote the market figure when you budget. Employees aged 60 and over get an extra week.

Sick pay splits into an employer period and a state period: the employer pays the first 16 calendar days, then NAV takes over. Parental benefit is paid by NAV up to a cap, so confirm whether the EOR tops up salary above it.

Termination and severance

Termination difficulty here is 4 out of 5. Notice runs one to six months by tenure and age, and there is no statutory severance.

Dismissal needs objective justification, a consultation meeting first and written notice in a prescribed form. Exits are usually closed with a negotiated settlement agreement rather than a fixed statutory formula.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, holiday pay and any agreed settlement. Employees can often stay in post while a challenge is heard, so keep a documented reason.

Statutory benefits

The mandatory occupational pension (OTP) is the main statutory benefit, at a minimum of 2% of salary from the first krone. It covers every employee in the national insurance scheme, foreign nationals included, alongside compulsory occupational injury insurance.

Private health insurance, group life and pension contributions above the 2% floor are common for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in NOK and is reported through the monthly A-melding. Income tax is withheld at source using the employee's tax deduction card.

Employer national insurance adds 14.1% on top of gross salary in the main zone, which includes Oslo, Bergen, Stavanger and Trondheim, with lower rates in parts of the north. Add at least 2% for pension. That is before the EOR fee.

Holiday pay is the trap. It is earned in one year and paid the next, at a minimum of 10.2% of the previous year's earnings, and leavers take any accrued holiday pay with their final salary. Build that into the offboarding budget.

Work permits

EU and EEA citizens can start without a permit, but other foreign hires need a skilled worker residence permit tied to a Norwegian job offer. Processing typically takes 1 to 3 months.

Ask whether the EOR sponsors directly or refers to a partner. UDI will not process an application without a Norwegian employer, and pay and conditions must be no worse than Norwegian norms for the role.

Set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR, which applies in Norway through the EEA Agreement, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need a valid mechanism such as an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it. Norwegian rules also tightly limit employer access to an employee's email.

When to open your own entity

The usual trigger in Norway is 5 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster, provided the set-up passes Norway's hiring-in rules.

Incorporating an AS is straightforward, but the running cost is the point: share capital, a board, accounting, audit thresholds, A-melding reporting and pension administration set an annual floor.

Norwegian law can treat an EOR as hiring-in when you direct the work, and hiring from staffing agencies has been tightly restricted since 2023. Take local advice before relying on the model long term, and remember that permanent establishment risk turns on what people do, not where payroll sits.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Norway

How much does it cost to employ someone in Norway through an EOR?
Budget the gross salary, plus 14.1% employer national insurance in the main zone, plus at least 2% for pension, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Norway?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Skilled worker permit cases take considerably longer.
Can an EOR terminate an employee in Norway?
Yes, but termination difficulty here is 4 out of 5. Dismissal needs objective justification and a formal process, and the EOR will want a documented reason before it acts.
Does the EOR need its own entity in Norway?
Someone in the chain must hold a local entity, and UDI will not process a skilled worker permit without a Norwegian employer. Ask whether the provider owns it or uses a partner, and whether it is registered as a staffing agency with the Labour Inspection Authority, in writing.
