  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Notice: notice periods strictly depend on the grounds for termination: employer-initiated dismissals require 1 month's advance written notice for redundancy, business liquidation, or lack of occupational competence (reduced to 10 days for health-related incapacity or repeated breach of duties), whereas employee-initiated resignations require a flat minimum of 1 month's written notice (or immediate effect for extraordinary reasons based on morality and fairness), and either party may terminate with 3 days' written notice during a probation period.

Employment contracts

A written employment contract is required in Latvia before work starts, and the EOR signs it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in EUR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

The contract must be in Latvian. Bilingual Latvian and English versions are common, and a foreign hire who does not speak Latvian must get the terms in writing in a language they understand.

Fixed-term contracts are only allowed for reasons listed in the Labour Law and are capped at five years, so most EORs default to indefinite terms.

Probation

Probation in Latvia is capped at 3 months, or less on fixed-term contracts under a year. Notice during probation is 3 days, and the period must be stated in the contract.

Set probation from day one. It cannot be extended past the cap by individual agreement, although time off sick or other justified absence does not count towards it. Only a collective agreement with a trade union can stretch it to 6 months.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is paid at double the hourly rate, with no earnings threshold.

Overtime needs the employee's written consent and may not average more than 8 hours a week over a reference period of up to four months. A collective agreement can reduce the premium to 50% in some cases.

Senior and professional hires are generally covered too, so overtime stays a statutory matter rather than a contractual one. Agree how it is approved and recorded before the first payroll.

Leave and public holidays

Employees get at least four calendar weeks of paid annual leave, plus 12 public holidays. Sick, maternity and paternity leave sit on top.

Market practice for professional roles sits close to the statutory four weeks, so the legal minimum is a fair starting point when you budget. Check whether the EOR's standard contract adds days.

The first day of sick leave is unpaid, the employer pays days 2 to 10 at 75% to 80% of average earnings, and the state takes over from day 11. Maternity and paternity benefits are paid by the state, so confirm the EOR is not billing you for them.

Termination and severance

Termination difficulty here is 3 out of 5. Notice usually runs 10 days to one month depending on the ground, and statutory severance is one to four months' average earnings.

The employer can only dismiss on a ground listed in the Labour Law, in writing and with the reason stated. Severance is fixed by statute and scales with length of service for no-fault exits such as redundancy, and trade union members generally need the union's prior consent before notice is given.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any severance. Employees have one month to challenge a dismissal in court, so keep a documented reason. Many exits are agreed by mutual consent instead.

Statutory benefits

State social insurance is the dominant statutory cost and applies to everyone on Latvian payroll, foreign nationals included. It funds pensions, sickness, parental and unemployment benefits.

Private medical cover is the standard extra for professional roles even though it is not mandatory, and employer-paid premiums are tax free up to an annual limit.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll normally runs monthly in EUR. The employer withholds income tax at source, at 25.5% up to EUR 105,300 a year and 33% above it.

Employer social contributions add 23.59% on top of gross salary, plus a business risk fee of EUR 0.36 per employee per month. That is before the EOR fee.

Registration is the trap. Each new hire must be reported to the State Revenue Service at least an hour before they start work, so a late signature can push back a start date. The legal default is also two pay dates a month, so a monthly cycle has to be agreed in the contract.

Work permits

Non-EU hires need a long-stay visa or residence permit with the right to work, and the sponsoring entity must meet vacancy and salary criteria. Processing typically takes 1 to 3 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the vacancy registration with the State Employment Agency and the salary floor, tied to the average gross wage (about EUR 1,685 a month in 2026, higher for an EU Blue Card), apply to the sponsor, not to you.

EU, EEA and Swiss citizens need no permit. For everyone else, set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR, enforced locally by the Data State Inspectorate, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need a lawful basis such as an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Latvia is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporating an SIA here is relatively quick and the minimum share capital is EUR 2,800, but the running cost is the point: a Latvian legal address, bookkeeping, annual accounts, monthly payroll reporting and, above size thresholds, an audit set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Latvia

How much does it cost to employ someone in Latvia through an EOR?
Budget the gross salary, plus 23.59% in employer social contributions and a EUR 0.36 monthly business risk fee, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Latvia?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. The contract must be signed and the hire registered with the State Revenue Service before day one, and residence permit cases take considerably longer.
Can an EOR terminate an employee in Latvia?
Yes, but only on a ground listed in the Labour Law. Notice and statutory severance apply and termination difficulty here is 3 out of 5, so the EOR will want a documented reason before it acts.
Does the EOR need its own entity in Latvia?
Someone in the chain must hold a local entity, and only that entity can sponsor a residence permit for a non-EU hire. Ask whether the provider owns it or uses a partner, in writing.
