  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written employment terms are required in Turkey, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in TRY, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Bilingual Turkish and English contracts are standard for commercial roles, with the Turkish text usually prevailing.

Fixed-term contracts need an objective reason, such as a defined project. Renewing them without one converts the contract to indefinite, so most EORs default to indefinite terms.

Probation

Probation in Turkey is capped at 2 months, or 4 months under a collective agreement. No notice or severance is due during probation, but the period must be stated in the contract.

Set probation from day one. It cannot be extended beyond the statutory cap, even with the employee's agreement.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 45 hours. Overtime pay is statutory for all employees, with no earnings threshold.

Overtime is paid at 1.5 times the hourly rate, with a cap of 270 hours a year and the employee's written consent required.

Professional contracts often fold overtime into salary up to the annual cap, which the courts tend to accept for senior, well-paid roles. Put the position in writing either way.

Leave and public holidays

Employees get at least 14 days of paid annual leave after one year of service, rising to 20 and then 26 with tenure, plus 15.5 days of public holidays. Sick, maternity and paternity leave sit on top.

Leave only vests after 12 months, including probation, so year-one leave is a contractual matter. Many employers grant it in advance, so settle the position in the offer and budget for it.

Sick pay comes from social security from the third day of incapacity, and many employers top up to full salary. Maternity leave is 24 weeks and funded by social security, while 10 days of paternity leave is paid by the employer, so confirm which side the EOR carries.

Termination and severance

Termination difficulty here is 4 out of 5. Notice runs two to eight weeks by tenure, and statutory severance applies after one year of service.

Either side may terminate on notice or pay in lieu. Severance follows a fixed statutory formula: 30 days' gross pay per year of service, capped at a ceiling the government resets every six months.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave, notice pay and severance. In workplaces with 30 or more staff, employees with six months' service can claim reinstatement, and those claims start with mandatory mediation, so keep a documented reason.

Statutory benefits

Social security (SGK) is the dominant statutory cost and applies to foreign employees as well as Turkish nationals. Turkish employees under 45 are also auto-enrolled in a private pension funded from their own pay, with an opt-out.

Private medical cover and meal allowances are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in TRY. Income tax and stamp duty are withheld at source, so most employees never file a return.

Employer social security contributions add 21.75% on top of gross salary, up to a monthly earnings ceiling and after the on-time payment discount. That is before the EOR fee.

Cumulative tax brackets are the trap. Income tax is calculated on year-to-date earnings, so net pay falls through the year even when gross pay is flat. Agree whether offers are quoted gross or net, and price any net guarantee.

Work permits

Foreign hires need a work permit from the Ministry of Labour and Social Security, and the sponsoring entity must meet local hiring and capital criteria. Processing takes 4 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the rule of five Turkish employees per foreign hire, along with salary floors, applies to the sponsor, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under KVKK, Turkey's personal data protection law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need a lawful basis, and standard contracts must be notified to the data protection authority within five business days of signing.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Turkey is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: notarised filings, Turkish-language statutory books, e-ledger and e-invoicing, a local accountant, audit thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Türkiye

How much does it cost to employ someone in Turkey through an EOR?
Budget the gross salary, plus 21.75% in employer social security contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Turkey?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in Turkey?
Yes. Notice or pay in lieu applies and termination difficulty here is 4 out of 5, so the EOR will want a documented reason to limit reinstatement exposure.
Does the EOR need its own entity in Turkey?
Someone in the chain must hold a local entity, and only that entity can sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
