  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written particulars of employment are required in Uganda, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in UGX, working hours, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

English is the official language and the standard contract language for commercial roles.

Fixed-term contracts are common and the Employment Act does not cap their length or renewals. Casual engagements are different: they are limited to six continuous months, after which the worker is treated as a regular employee.

Probation

Probation in Uganda can run up to 6 months, extendable by a further 6 with the employee's agreement. Either side may end it on 14 days' notice, or the employer can pay one month's wages instead.

Set probation from day one. An extension needs the employee's agreement in writing, and the same person cannot be put on probation twice.

Watch the end date. An employee who is still being paid after an unextended probation period lapses is treated as confirmed.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 48 hours, or 8 hours a day. Overtime is paid at 1.5 times the normal hourly rate, rising to double on public holidays.

Hours including overtime should not exceed 10 a day or 56 a week.

There is no salary threshold, so overtime rules reach professional hires as well as junior staff. Put the position in writing, particularly for senior roles where long hours are expected.

Leave and public holidays

Employees get 21 working days of paid annual leave, accruing at 7 days per 4 months of service, plus 14 public holidays. Sick, maternity and paternity leave sit on top.

At 21 working days, the statutory entitlement is already generous, so it is the figure to budget with.

Sick leave runs to two months on full pay followed by four months on half pay. Maternity leave is 60 working days on full pay and paternity leave is 4 working days, both funded by the employer, so confirm whether the EOR bills them at cost.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs two weeks to three months by tenure, and severance is one month's salary per year of service.

Either side may terminate on notice or pay in lieu. A pre-dismissal hearing is mandatory. The employee must hear the reasons in a language they understand, may bring a person of their choice and gets five working days to prepare. Skipping it costs four weeks' net pay, whatever the merits.

Severance applies after six months' continuous service in cases such as unfair dismissal, redundancy and incapacity. Redundancies need 30 days' notice to the Labour Commissioner.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and severance. The basic award for unfair dismissal is eight weeks' wages, so keep a documented reason.

Statutory benefits

The National Social Security Fund (NSSF) is the dominant statutory cost: 10% from the employer and 5% from the employee, on full gross pay with no ceiling. Foreign employees are covered too, though short-term non-resident staff are exempt from the 5% employee share.

Private medical cover and group life are standard for professional roles even though they are not mandatory. Employers are also liable for work injuries under the Workers' Compensation Act, so ask how the EOR covers that risk.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in UGX. The employer withholds income tax (PAYE) at source and pays it to the Uganda Revenue Authority by the 15th of the following month.

Employer NSSF adds 10% on top of gross salary. That is before the EOR fee. Since July 2026 the first UGX 335,000 a month is tax-free, and income above UGX 10 million a month is taxed at 40%.

Employees also pay Local Service Tax, a graduated annual levy deducted in the first four months of the July to June tax year.

NSSF arrears are the trap. Contributions are due by the 15th of the following month, and late payment attracts a 10% penalty for every month the amount stays outstanding, so check the EOR's remittance record.

Work permits

Foreign hires need a Class G2 work permit, sponsored by a Uganda-registered employer that can show the skills are not available locally. Processing typically takes 4 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the local recruitment evidence is the sponsor's job, not yours.

The Labour Minister can also reserve job categories for citizens, and no permit will issue for those roles without an exemption certificate. Check the role is not restricted, and set start dates after approval, not before.

Data protection

Employee data is processed under the Data Protection and Privacy Act 2019, with the EOR acting as controller for employment records and processor for your instructions.

Controllers and processors must register with the Personal Data Protection Office and renew every year, so ask for proof of the EOR's registration. Get the data processing terms in the service agreement, not just the privacy notice.

Transfers out of Uganda need equivalent protection in the destination country or the employee's consent. Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Uganda is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Registering a company with the Uganda Registration Services Bureau is quick, but the running cost is the point: a company secretary, a local registered office, annual returns, accounting, and separate registrations with the URA, NSSF and the data protection office set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Uganda

How much does it cost to employ someone in Uganda through an EOR?
Budget the gross salary, plus 10% in employer NSSF contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Uganda?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in Uganda?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR must follow the pre-dismissal hearing procedure and keep a documented reason to limit unfair dismissal exposure.
Does the EOR need its own entity in Uganda?
Someone in the chain must hold a local entity, and only that entity can sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
