  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Ukrainian law lets the parties choose the contract form while martial law is in force, but the EOR should still issue a written contract as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in UAH, working time, leave, notice and confidentiality, but post-employment non-competes are generally unenforceable. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Contracts are usually bilingual, with Ukrainian as the state language for HR records.

Fixed-term contracts are restricted, though martial law allows them for its duration or to cover an absent employee. Most EORs default to indefinite terms.

Probation

Probation in Ukraine is up to 3 months, or 1 month for manual workers. An employee who fails it can be dismissed on 3 days' written notice.

Set probation in the hiring terms from day one, as it cannot be added later. Days lost to sickness do not count, so probation runs longer if the employee is absent.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is paid at double the normal rate, with no earnings threshold.

Overtime is capped at 4 hours over two consecutive days and 120 hours a year.

Managers and senior specialists can be placed on an irregular hours regime, where extra hours are not treated as overtime but earn up to 7 days of additional annual leave. Put the position in writing either way.

Leave and public holidays

Employees get at least 24 calendar days of paid annual leave. Official public holidays are not days off while martial law is in force, and sick, maternity and childcare leave sit on top.

Plenty of employers top up the statutory minimum or still give the official holidays as company days off, so quote what the EOR actually applies when you budget.

Sick pay splits between employer and state: the employer covers the first 5 days and social insurance pays from day 6. Maternity leave of 126 calendar days is funded by social insurance, so confirm which side the EOR carries.

Termination and severance

Termination difficulty here is 4 out of 5. Employees resign on 2 weeks' notice, but the employer can only dismiss on grounds set out in the Labour Code.

Redundancy means 2 months' written notice, an offer of any vacant role and at least one month's average salary as severance. Martial law has removed trade union consent for most dismissals and allows termination during sick leave or holiday.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and any agreed severance. Mutual agreement is the usual exit route in practice, and an unlawful dismissal can lead to reinstatement with back pay, so keep a documented reason.

Statutory benefits

The unified social contribution is the dominant statutory cost, and it applies to local and foreign employees alike. One 22% employer payment funds pensions, sick pay and unemployment cover.

Private medical cover is standard for professional roles even though it is not mandatory, and EORs often bundle it through a group scheme. Ask what is included in the fee and what is billed on top.

Mobilisation can take staff out of the business. Men aged 25 to 60 can be called up, and reserving an employee needs critical enterprise status and a salary of at least 3 times the minimum wage. Ask whether the EOR's entity can reserve staff at all.

Payroll and tax

Payroll runs in UAH and must be paid at least twice a month. The employer withholds 18% income tax and a 5% military levy at source.

Employer contributions add 22% on top of gross salary, capped at 20 times the minimum wage (UAH 172,940 a month in 2026). That is before the EOR fee.

The take-home gap is the trap. Many Ukrainian tech workers are used to contracting as private entrepreneurs (FOP) on a far lighter simplified tax, so moving onto employed payroll cuts net pay sharply. Agree the gross figure with that in mind.

Work permits

Foreign hires need a work permit, which the Ukrainian employing entity applies for. The permit is decided in 7 working days, but the full process with visa and residence permit takes 4 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the permit is tied to the sponsoring entity and the role, not to you.

Set start dates after approval, not before. Working without a permit carries a fine of 20 times the minimum wage per person.

Data protection

Employee data is processed under the 2010 Law on Personal Data Protection, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need a lawful basis, and a GDPR-aligned replacement law is still awaiting its second reading.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Ukraine is 10 to 20 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick, but the running cost is the point: accounting, payroll and military record-keeping set an annual floor, and wartime currency controls cap dividend repatriation at EUR 1 million a month.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Ukraine

How much does it cost to employ someone in Ukraine through an EOR?
Budget the gross salary, plus 22% in employer contributions (capped at 20 times the minimum wage), plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Ukraine?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. The tax authority must be notified before day one, and work permit cases take considerably longer.
Can an EOR terminate an employee in Ukraine?
Yes, but only on grounds set out in the Labour Code, and termination difficulty here is 4 out of 5. Mutual agreement is the common route, and the EOR will still want a documented reason to limit reinstatement claims.
Does the EOR need its own entity in Ukraine?
Someone in the chain must hold a local entity, and only that entity can apply for a work permit. Ask whether the provider owns it or uses a partner, in writing.
