  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Croatia before work starts, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in EUR, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Croatian is the standard contract language. Where the employee does not speak Croatian, the contract is drawn up in both languages and the Croatian version normally prevails.

Fixed-term contracts are the exception, capped at three consecutive contracts and three years in total, and most EORs default to indefinite terms.

Probation

Probation in Croatia can run up to 6 months. Notice during probation is at least 7 days, but the terms must be stated in the contract.

Set probation from day one. An extension is only possible to cover justified absence, such as sick leave, and the total cannot exceed 6 months.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is capped at 180 hours a year, and total working time cannot exceed 50 hours in any week.

Employees are entitled to increased pay for overtime, with a 50% premium the common benchmark. A collective agreement can lift the annual cap to 250 hours.

The Labour Act does not fix the overtime rate, so it becomes a contractual matter rather than a statutory one. Put the position in writing either way.

Leave and public holidays

Employees get at least 4 weeks of paid annual leave, which is 20 working days on a five-day week, plus 14 public holidays. Sick, maternity and parental leave sit on top.

Work rules and collective agreements commonly add days for length of service, so professional roles often sit above the statutory floor. Quote the market figure when you budget.

The employer pays the first 42 days of sick leave at no less than 70% of average pay, after which the state health insurer takes over. Maternity, paternity and parental pay is funded by the state, not the employer, so confirm the EOR handles the claims.

Termination and severance

Termination difficulty here is 4 out of 5. Notice runs two weeks to three months by tenure, and statutory severance applies after two years' service.

The employer needs a valid business, personal or conduct reason, and pay in lieu of notice is not allowed unless the employee agrees. Severance is a fixed statutory formula: at least one third of average monthly pay per year of service for business or personal-reason dismissals, capped at six months' pay unless the contract or a collective agreement says more.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave and severance. Unfair dismissal claims can end in reinstatement, so keep a documented reason.

Statutory benefits

The 16.5% employer health insurance contribution is the dominant statutory cost and applies to everyone on Croatian payroll. Pension contributions of 20% come out of the employee's gross pay rather than sitting on top.

Christmas and holiday bonuses, meal allowances, commuting costs and supplementary health insurance are standard for professional roles even though they are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR, with salary due by the 15th of the following month. Income tax and employee pension contributions are withheld at source, and income tax rates vary by the employee's municipality.

Employer contributions add 16.5% on top of gross salary. That is before the EOR fee.

Late pay is the trap. If salary is not paid by the end of the month, the employer must issue a calculation of the unpaid amount, and the employee can enforce it directly against the employer's bank account without going to court.

Work permits

Non-EU hires need a single stay and work permit, and the sponsoring employer usually has to pass a labour market test through the Croatian Employment Service. The statutory processing deadline is now 90 days.

EU, EEA and Swiss nationals need no permit. For everyone else, ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the labour market test and employer conditions apply to the sponsor, not to you.

Set start dates after approval, not before.

Data protection

Employee data is processed under the GDPR and Croatia's implementing act, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers outside the EEA need a lawful basis, such as an adequacy decision or standard contractual clauses.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Croatia is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporating a d.o.o. takes two to four weeks through a notary and the court register, with minimum share capital of 2,500 EUR. The running cost is the point: accounting, annual financial statements, audit thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Croatia

How much does it cost to employ someone in Croatia through an EOR?
Budget the gross salary, plus 16.5% in employer health insurance contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Croatia?
Typically 2 to 7 working days once the candidate has accepted, right to work is confirmed and the employee is registered with the pension and health insurers. Stay and work permit cases take considerably longer.
Can an EOR terminate an employee in Croatia?
Yes, but only for a valid business, personal or conduct reason. Notice applies and termination difficulty here is 4 out of 5, so the EOR will want a documented reason to limit unfair dismissal exposure.
Does the EOR need its own entity in Croatia?
Someone in the chain must hold a local entity with a temporary work agency licence, and only a local employer can sponsor a stay and work permit. Ask whether the provider owns it or uses a partner, in writing.
