  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

Written employment contracts are standard in Cambodia, and the EOR issues them as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary (usually in USD), working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Bilingual Khmer and English contracts are common for commercial roles.

Fixed-duration contracts can run for up to 2 years, with renewals capped at a further 2 years in total. A fixed-duration contract that is not in writing, or that runs past those limits, becomes indefinite. The choice affects cost: indefinite contracts carry seniority pay, fixed-duration ones a 5% end-of-contract indemnity.

Probation

Probation in Cambodia is capped at 3 months for regular employees, 2 months for specialised workers and 1 month for non-specialised workers. No notice is needed to end employment during probation, but the period must be agreed upfront.

Set probation from day one. It cannot be extended past the statutory maximum, so build any assessment into the first three months.

Some EORs apply the 3-month cap to every hire by default, while others classify roles as specialised or non-specialised, which shortens it. Ask before you agree a start date.

Working time and overtime

The standard week is 48 hours, with a maximum of 8 hours a day. Overtime pay is statutory, and there is no earnings threshold that takes senior hires out of it.

Overtime is paid at 150% of the normal rate, rising to 200% at night (22:00 to 05:00) or on the weekly rest day, and is generally limited to 2 hours a day.

Overtime is meant to be exceptional and needs Ministry of Labour authorisation, so it is not a routine way to stretch a professional role. Put the position in writing either way.

Leave and public holidays

Employees get 18 days of paid annual leave, plus an extra day for every three years of service, and 22 public holidays in 2026. Sick, maternity and special leave sit on top.

The statutory 18 days is already generous by regional standards, so the budgeting question is the public holiday calendar. The government resets it by sub-decree each year, and it clusters around Khmer New Year, Pchum Ben and the Water Festival.

Paid sick leave follows Ministry guidance: full pay in month one and 60% in months two and three, alongside an NSSF sickness allowance. Maternity leave is 90 days and is partly employer funded and partly NSSF funded, so confirm which side the EOR carries.

Termination and severance

Termination difficulty here is 3 out of 5. Notice runs 7 days to 3 months by tenure, and seniority pay of 15 days' wages a year replaces a lump-sum severance.

Ending an indefinite contract needs a valid reason and either notice or pay in lieu. Seniority pay is settled as you go, in two instalments of 7.5 days' wages each June and December, rather than as a lump sum at exit.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave, any outstanding seniority pay and, on fixed-duration contracts, the 5% end-of-contract indemnity. Employees also get 2 paid days a week during notice to look for work. Wrongful dismissal claims exist, so keep a documented reason.

Statutory benefits

The National Social Security Fund (NSSF) is the dominant statutory cost and applies to Cambodian and foreign employees alike. Contributions are capped, so the cost stays modest at professional salaries.

Private medical cover, dental and group life are standard for professional roles even though they are not mandatory, partly because NSSF healthcare runs through a set network of facilities.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly, usually in USD, with tax on salary calculated in KHR. Tax is withheld at source each month at 0 to 20% for residents and a flat 20% for non-residents.

Employer NSSF contributions add 5.4% on top of gross salary, but only on wages up to KHR 1.2 million a month, which caps the cost at roughly USD 16 per employee. That is before seniority pay and the EOR fee, and the employer pension share is due to double from October 2027.

Fringe benefits are the trap. Benefits in kind such as housing, a car or school fees attract a 20% fringe benefits tax paid by the employer, on top of the benefit itself, so check how the EOR treats each item before it goes into an offer.

Work permits

Foreign hires need a work permit and employment card from the Ministry of Labour and Vocational Training, and the sponsoring entity must hold an approved foreign worker quota. Processing takes 1 to 2 weeks once the quota is in place.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the quota, generally 10% of the Cambodian workforce, applies to the sponsor, not to you.

Quotas are applied for between September and November for the following year, and permits expire on 31 December. Set start dates after approval, not before.

Data protection

Cambodia has no comprehensive data protection law in force yet. A draft Law on Personal Data Protection is still going through review, so the EOR's contract terms carry most of the weight for now.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers have no statutory rules yet, and the draft law would add GDPR-style duties once passed.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Cambodia is 5 to 15 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation is handled online through the Ministry of Commerce, but the running cost is the point: tax registration, monthly tax returns, accounting, audit thresholds, Ministry of Labour registration, an annual foreign worker quota and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Cambodia

How much does it cost to employ someone in Cambodia through an EOR?
Budget the gross salary, plus 5.4% in employer NSSF contributions on wages up to KHR 1.2 million a month, plus seniority pay of 15 days' wages a year on indefinite contracts, plus the EOR fee. Published EOR fees sit in the 399 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Cambodia?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in Cambodia?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR will need a valid reason and will settle outstanding seniority pay to limit wrongful dismissal exposure.
Does the EOR need its own entity in Cambodia?
Someone in the chain must hold a local entity, and only an entity with an approved foreign worker quota can sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
