  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in Montenegro, signed and registered before the first day of work, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The contract sets out role, salary in EUR, working time, leave, notice, applicable collective agreements and the probation terms. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

The contract must be available in Montenegrin. Bilingual Montenegrin and English versions are common for international hires.

Fixed-term contracts are allowed only on statutory grounds and are capped at 24 months, after which the employee must move to an indefinite contract. Since April 2026, job adverts must also state the salary or a salary range, and candidates cannot be asked about previous pay.

Probation

Probation in Montenegro can run for up to 6 months. Either side can end it on at least 5 working days' notice, but the terms must be stated in the contract.

Set probation from day one. Since April 2026 the contract must also spell out the competences being assessed, the evaluation criteria and the grounds for ending employment during probation. Probation can be extended to cover sick or parental leave, and someone rehired into the same role cannot be put on probation again.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime applies to every employee, whatever the salary, and is paid at a premium of at least 40%.

Overtime is capped at 10 hours a week, with an annual ceiling of 250 hours set through collective agreements, and the total week cannot average more than 48 hours over four months.

There is no earnings threshold that switches overtime off, so senior hires are covered too. Sunday and public holiday work carry their own premiums under the general collective agreement, so agree how overtime is approved and recorded before the first payroll run.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, plus 10 days of state and other public holidays. Sick, maternity and paternity leave sit on top.

Collective agreements add days for length of service and working conditions, so experienced professional hires usually sit above the statutory floor. Budget for the real figure, not the minimum. Religious holidays are also paid days off for employees of the relevant faith.

The employer pays the first 60 days of sick leave at a minimum of 70% of salary, after which the health insurance fund takes over. Maternity and parental leave pay is advanced by the employer and reimbursed by the state, and fathers now get 10 days of paid paternity leave, so confirm the EOR handles the reimbursement claims.

Termination and severance

Termination difficulty here is 3 out of 5. Notice is at least 30 days after probation, and redundancy triggers statutory severance.

Dismissal needs a statutory ground, such as redundancy or a serious breach of duty, and written notice. Redundancy severance is at least a third of average monthly pay for each year of service, with a floor of three months' pay, and the redundant role cannot be refilled for six months.

The EOR runs the process as the legal employer and will want the paperwork in order, including union consultation at least 15 days before a restructuring decision, final pay and unused leave. Disputes go to the Agency for Peaceful Settlement of Labour Disputes and then the courts, so keep a documented reason.

Statutory benefits

Pension and disability insurance is the dominant statutory contribution, and since October 2024 the employee pays all of it at 10%. Health insurance contributions were abolished in 2022, so the employer's statutory share is close to nil.

Private medical cover is not mandatory but is a common addition for professional roles. Employers who pay a winter allowance benefit from a 2026 rule that exempts it from social contributions up to a threshold.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in EUR and salary must be paid into a bank account. Income tax is withheld at source, so employees with only salary income generally do not file a return.

Employer contributions add roughly 1% on top of gross salary: 0.5% unemployment insurance plus small Labour Fund and Chamber of Economy levies. That is before the EOR fee. Employees bear 10.5% in contributions, and income tax runs at 0% up to EUR 700 a month, 9% to EUR 1,000 and 15% above, plus a municipal surtax of 13% (15% in Podgorica and Cetinje) charged on the tax itself.

The minimum wage is the trap. It is set in two tiers by qualification level, so a role that requires a degree carries a higher floor than the same title without one. Check the job description before you set the salary.

Work permits

Foreign hires need an integrated temporary residence and work permit, sponsored by the Montenegrin employer and issued within an annual quota. Processing takes 4 to 8 weeks.

Montenegro is not in the EU, so EU and UK nationals need a permit too. Ask whether the EOR sponsors directly or refers to a partner. The quota is set by activity each November for the following year, and when an allocation runs out, new permits can stall until the government adds more.

Set start dates after approval, not before.

Data protection

Employee data is processed under Montenegro's personal data protection law, with the EOR acting as controller for employment records and processor for your instructions. A new GDPR-style law was adopted in September 2026 and applies from March 2027.

Get the data processing terms in the service agreement, not just the privacy notice. The new law does not recognise EU adequacy decisions or standard contractual clauses until Montenegro joins the EU, so transfers to the UK or elsewhere need their own lawful basis.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Montenegro is 3 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick and cheap: a DOO needs EUR 1 of share capital and registers in about a week. The running cost is the point: an executive director who must be employed by the company, an accountant, a registered address and monthly payroll filings set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Shortlist it if you’re a larger business that puts compliance ahead of cost, and get the full fee schedule in writing before you sign.

Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Montenegro

How much does it cost to employ someone in Montenegro through an EOR?
Budget the gross salary, plus roughly 1% in employer contributions, plus the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in Montenegro?
Typically 5 to 10 working days once the candidate has accepted and right to work is confirmed, because the contract must be signed and the employee registered with the Tax Administration before day one. Integrated permit cases take considerably longer.
Can an EOR terminate an employee in Montenegro?
Yes. A statutory ground and at least 30 days' notice apply, and termination difficulty here is 3 out of 5. Redundancy carries statutory severance, and the EOR will still want a documented reason to limit dispute exposure.
Does the EOR need its own entity in Montenegro?
Someone in the chain must hold a local entity, and the integrated residence and work permit is tied to that Montenegrin employer. Ask whether the provider owns it or uses a partner, in writing.
