  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written employment contract is required in North Macedonia before work starts, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in MKD, working time, leave, notice and any restrictive covenants. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Macedonian is the required contract language, and bilingual Macedonian and English versions are common for international clients.

Fixed-term contracts are permitted for up to five years in total, after which the employment converts to indefinite. Most EORs default to indefinite terms.

Probation

Probation in North Macedonia is optional and capped at 6 months. Either side can end it on a few days' notice, but the period must be stated in the contract.

Set probation from day one. Six months is the legal maximum, so there is no room to extend a probation that was agreed at the full length.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 40 hours. Overtime is capped at 8 hours a week and 190 hours a year.

Overtime is paid at a premium of at least 35% on the basic hourly rate, and work on a weekly rest day attracts at least 50%.

The caps and premiums apply to professional hires as well, so agree in writing how overtime is approved. The employer must keep a separate overtime register and itemise overtime on each payslip.

Leave and public holidays

Employees get at least 20 working days of paid annual leave, plus 11 national public holidays. Sick and maternity leave sit on top.

Contracts or collective agreements can raise annual leave to 26 working days, and full entitlement applies after six months of continuous service. When a national holiday falls on a Sunday, the Monday is taken off instead.

The employer pays the first 30 days of sick leave, after which the Health Insurance Fund takes over. Maternity leave runs for nine months at full pay and is funded by the Health Insurance Fund, so confirm how the EOR handles the claim.

Termination and severance

Termination difficulty here is 3 out of 5. Notice is at least one month, and redundancy triggers statutory severance of 1 to 7 net salaries by length of service.

Dismissal needs a lawful ground, such as personal reasons, misconduct or business reasons, and notice can be replaced by pay in lieu by agreement. After a redundancy, the employer cannot hire someone else for the same role for two years.

The EOR runs the process as the legal employer and will want the paperwork in order, including a written decision with the grounds, final pay, unused leave and any severance. Conduct cases usually need a prior written warning, and dismissals can be challenged in court, so keep a documented reason.

Statutory benefits

Social insurance is the dominant statutory cost, at 28% of gross salary withheld from the employee rather than paid on top. Employers also owe an annual leave allowance of at least 40% of the national average net salary.

A seniority supplement of 0.5% of basic salary for each year of service also applies, even where the contract is silent.

Private medical cover is not mandatory, but it is a common addition for professional roles. EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in MKD. Income tax is a flat 10%, withheld at source by the employer.

Social contributions of 28% come out of gross salary, with no employer contribution on top. Your cost is the gross salary plus the leave allowance, before the EOR fee.

Net pay is the trap. Candidates usually negotiate a take-home figure, and gross works out at roughly 1.5 times net once contributions, tax and the personal allowance are applied. Convert before you put a number in the offer.

Work permits

Foreign hires need a temporary residence permit for employment, which depends on a positive Employment Service Agency opinion and the annual quota. Processing typically takes 1 to 3 months.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and the quota and any labour market test apply to the sponsor, not to you.

The start of employment must be registered within 30 days of the permit being issued. Set start dates after approval, not before.

Data protection

Employee data is processed under the Law on Personal Data Protection, which closely follows the GDPR, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Transfers out of North Macedonia are regulated even when the destination is the EU. The Personal Data Protection Agency must be notified at least 15 days before a transfer to an EU, EEA or NATO country, and other destinations need approved safeguards or the agency's approval.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in North Macedonia is 5 to 10 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Incorporation here is quick through the Central Registry's one-stop shop, and a limited liability company needs EUR 5,000 in share capital. The running cost is the point: a manager, an accountant, annual accounts, an audit above size thresholds and payroll software set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about North Macedonia

How much does it cost to employ someone in North Macedonia through an EOR?
Budget the gross salary, the annual leave allowance and the EOR fee. Social contributions come out of gross rather than on top, and published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll.
How long does it take to onboard an employee in North Macedonia?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. Work permit cases take considerably longer.
Can an EOR terminate an employee in North Macedonia?
Yes. Notice or pay in lieu applies and termination difficulty here is 3 out of 5, but the EOR will need a lawful ground and a written decision to limit the risk of a court challenge.
Does the EOR need its own entity in North Macedonia?
Someone in the chain must hold a local entity, and only that entity can sponsor a work permit. Ask whether the provider owns it or uses a partner, in writing.
