130countries covered

  • Price 599 USD per employee per month

Deel says it owns entities in more than 130 countries, which puts it among the largest owned networks of any EOR provider. Its published EOR fee of USD 599 per employee per month is in line with the other large platforms, and contracts run month to month. It suits companies hiring both contractors and employees across several countries. Before signing, get the deposit amount and FX markup in writing, confirm that no offboarding fee applies, and check which of your countries run through a partner rather than a Deel entity.

RemoteVerified

90countries covered

  • Price 699 USD per employee per month

Remote employs your staff through entities it owns in every country where it offers EOR, and its terms leave indemnities for EOR services uncapped, so it ranks well on compliance. The cost is a list fee of USD 699 per employee per month, and the margin in its monthly FX rate is not published. Standard terms can be cancelled on 30 days' notice, but an order form with a minimum contract value commits you for its full term and renews at a higher price. Shortlist it if owned entities in every country matter most to you, and get the FX margin and any order form terms in writing before you sign.

Employment contracts

A written contract in Arabic, authenticated by the Ministry of Labour, is required in Qatar, and the EOR issues it as the legal employer. Your company signs a separate service agreement.

The terms set out role, salary in QAR, working time, leave, notice and any restrictive covenants, which are capped at one year. The EOR is the counterparty to the employee, which is what removes the need for your own entity.

Arabic is the controlling language. Contracts are usually bilingual with English, but the Arabic text prevails if the two differ.

Fixed-term contracts can run for up to five years and be renewed by agreement. If work continues after expiry without a renewal, the contract becomes indefinite.

Probation

Probation in Qatar is capped at 6 months. Ending it takes one month's written notice, and the terms must be stated in the contract.

Set probation from day one. Only one probation period is allowed with the same employer, and the employer can only end it if the employee proves unfit for the role.

Some EORs shorten probation as policy because they, not you, carry the dismissal risk. Ask before you agree a start date.

Working time and overtime

The standard week is 48 hours, cut to 36 during Ramadan. Overtime pay is statutory for everyone except staff in senior roles with authority over other workers.

Overtime is paid at 1.25 times the basic hourly wage, or 1.5 times between 9pm and 6am, and the working day is capped at 10 hours.

The exemption is narrower than many expect. It covers managerial roles, so most professional hires remain within the statutory overtime rules. Put the position in writing either way.

Leave and public holidays

Employees get 3 weeks of paid annual leave after a year of service, rising to 4 weeks after 5 years, plus 11 paid public holidays. Sick and maternity leave sit on top.

Market practice for professional roles is often 30 calendar days, well above the statutory floor, so quote the market figure when you budget. Three of the public holidays are chosen by the employer.

Paid sick leave starts after 3 months of service, with 2 weeks on full pay and 4 weeks on half pay. Maternity leave is 50 days on full pay after a year of service, funded entirely by the employer, and there is no statutory paternity leave, so confirm what the EOR offers.

Termination and severance

Termination difficulty here is 2 out of 5. Notice runs one to two months by tenure, and an end-of-service gratuity is due after a year of service.

Either side may terminate on notice or pay in lieu. The gratuity is at least three weeks' basic wage for each year of service, calculated on the final basic wage, and many contracts pay more.

The EOR runs the process as the legal employer and will want the paperwork in order, including final pay, unused leave, the gratuity, any repatriation ticket and cancellation of the residence permit. Notice cannot be served while the employee is on leave, and arbitrary dismissal claims exist, so keep a documented reason.

Statutory benefits

Social insurance is the dominant statutory cost and applies to Qatari nationals only. Expatriate employees are excluded and accrue an end-of-service gratuity instead.

Employer-funded health insurance for expatriate staff is required under the 2021 health care law, which is being phased in. Private medical, dental and group life cover are standard for professional roles, as are housing, transport and annual flight allowances, even though most are not mandatory.

EORs often bundle benefits through a group scheme. Ask what is included in the fee and what is billed on top.

Payroll and tax

Payroll runs monthly in QAR through the Wage Protection System. There is no personal income tax, so nothing is withheld at source.

Employer social insurance adds 14% of basic salary plus social and housing allowances for Qatari hires. Expatriates attract no contribution, but the gratuity accrues at roughly 5.8% of basic salary a year. That is before the EOR fee.

The Wage Protection System is the trap. Salaries must reach a Qatari bank account within seven days of the due date, and late or rejected payments can see the sponsor's work permit services suspended, so ask how the EOR monitors its submissions.

Work permits

Foreign hires need a work visa and residence permit, and the sponsoring entity must hold an approved visa quota for the nationality and role. Processing takes 4 to 8 weeks.

Ask whether the EOR sponsors directly or refers to a partner. A partner-model EOR often cannot sponsor at all, and visa quotas and Qatarisation targets apply to the sponsor, not to you.

Degree attestation in the home country is the usual bottleneck, and residence formalities must be completed within 30 days of arrival. Set start dates after the residence permit is issued, not before.

Data protection

Employee data is processed under Qatar's personal data privacy law, with the EOR acting as controller for employment records and processor for your instructions.

Get the data processing terms in the service agreement, not just the privacy notice. Cross-border transfers need a lawful basis.

Ask where payroll data is hosted and who in the partner chain can see it.

When to open your own entity

The usual trigger in Qatar is 10 to 20 employees, or a permanent commercial presence. Below that, an EOR is normally cheaper and faster.

Full foreign ownership is open in most sectors with ministry approval, but the running cost is the point: a leased office, licence renewals, a PRO for government filings, accounting, audit and corporate tax returns set an annual floor.

Permanent establishment risk is about what people do, not where payroll sits. Revenue-generating activity can create exposure regardless of the employment route.

G-P is one of the most compliance-focused EORs available, with over 100 of its own legal entities and a long record in heavily regulated countries. Its list price starts at USD 599 per employee per month, but independent reviewers report higher quotes, a one-off setup fee per hire, a deposit, an FX markup and an offboarding charge. Oyster suits companies that want HR experts, legal support and termination handling included in one EOR fee, along with integrations for the most common HRIS and ATS platforms. The trade-offs are a USD 699 monthly list price, a refundable deposit of about one month's employment cost per hire, and EOR coverage of 120+ countries rather than the 180+ headline. There are no onboarding or offboarding fees, and monthly billing carries no minimum term.

Questions buyers ask about Qatar

How much does it cost to employ someone in Qatar through an EOR?
Budget the gross salary and allowances, plus 14% employer social insurance for Qatari hires or a gratuity accrual of roughly 5.8% of basic salary for expatriates, plus health insurance and the EOR fee. Published EOR fees sit in the 199 to 699 USD per employee per month band, or a percentage of payroll. Visa and permit costs are usually billed on top.
How long does it take to onboard an employee in Qatar?
Typically 2 to 7 working days once the candidate has accepted and right to work is confirmed. New work visa cases, which cover most expatriate hires, take 4 to 8 weeks.
Can an EOR terminate an employee in Qatar?
Yes. Notice or pay in lieu applies, the gratuity is due after a year of service, and termination difficulty here is 2 out of 5. The EOR will still want a documented reason to limit arbitrary dismissal exposure.
Does the EOR need its own entity in Qatar?
Someone in the chain must hold a local entity with a visa quota, and only that entity can sponsor a work visa and residence permit. Ask whether the provider owns it or uses a partner, in writing.
